EDUCATION
Graduation from a two-year program of study from a recognized post-secondary institution with acceptable specialization in computer science, information technology, information management or another specialty relevant to the position to be staffed.
Notes:
1. Indeterminate incumbents in the IT group on December 9, 2021 who do not possess the education prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the IT group.
2. Indeterminate incumbents of positions in the CS group on May 10, 1999, who do not possess the education prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience. EXPERIENCE
ALL STREAMS
EXP1 - Experience in the establishment of partnerships and in collaborating with internal and/or external stakeholders.
EXP2 - Recent* and significant** experience in providing strategic advice, both in writing and orally, to senior management (Director, Executive Director, Director General equivalent or higher) in relation to IM/IT services and solutions.
EXP3 - Recent* and significant** experience in planning and leading the development and/or implementation of complex*** IT enabled projects.
EXP4 (STREAM 1 only) - Significant** experience leading a team of multi-disciplinary specialists.
EXP5 (STREAM 2 only) - Significant** experience delivering an IM/IT service in at least one of the following areas:
• Enterprise Architecture
• IT Infrastructure and/or Operations (i.e.: network, computers, email services, telecommunications or service management, etc.)
• Application Development
• IT Security
• Database Development and Data Administration
• Data Centre operations
• Service Delivery/Account Management
• Information Technology Service Management (ITSM) and ITSM processes

ASSET QUALIFICATIONS - EDUCATION
AEDU1 - A recognized university degree in computer science, information technology, information management or another specialty relevant to the position to be staffed.
AEDU2 - Various IM/IT Certifications such as:
• Information Technology Infrastructure Library (ITIL) Certification
• Agile Certification
• Project Management Professional (PMP) and/or Prince 2
• Information Technology Service Management (ITSM)
• Cloud Certifications (Amazon, MS, etc.)
ASSET QUALIFICATIONS - EXPERIENCE
AEXP1 - Recent* and significant** experience in recommending successful strategies to reduce IT incidents in a production environment.
AEXP2 - Experience in the management and implementation of change initiatives, having significant impacts on Federal Departmental personnel and/or external clients.
AEXP3 - Experience in the acquisition process and contracts management.
AEXP4 - Experience in developing enterprise architectures and/or solution architecture.
AEXP5 - Experience implementing solution using containerization technologies such as Kubernetes, Open Shift, Open Stack or other Open Source cloud technologies.
AEXP6 - Experience in leading development initiatives using current system development tools and languages such as Angular, Java, .NET, Python.
AEXP7 - Experience with the Siebel CRM application development tool kit or Siebel CRM business intelligence tool kit.
AEXP8 - Experience in conducting IM/IT activities related to planning, organizing, directing and controlling of complex IT systems.
AEXP9 - Experience providing IM/IT Services within the Federal Public Service.
AEXP10 - Experience in the support and maintenance of biometric hardware and software modalities (i.e. finger print, facial recognition).

The hiring department is responsible for the Personnel Security Clearance process. The process may involve reference inquiries, verification of qualifications, criminal records checks, credit checks (if required) and fingerprints.

VACCINATION
On October 6, 2021, the Government of Canada announced details (https://www.canada.ca/en/treasury-board-secretariat/news/2021/10/backgrounder-covid-19-vaccine-requirement-for-the-federal-workforce.html) of its plans to require vaccination across the federal public service.
As per the new Policy on COVID-19 Vaccination for the Core Public Administration Including the Royal Canadian Mounted Police (https://www.tbs-sct.gc.ca/pol/doc-eng.aspx?id=32694), federal public servants in the Core Public Administration and members of the RCMP must attest to their vaccination status. The requirement for employees to be fully vaccinated applies whether they are teleworking, working remotely or working on-site. This is a condition of employment and it applies to indeterminate (permanent), determinate (term), casual, and student hiring. Should you reach the point in the selection process where it is necessary to verify terms and conditions of employment then the hiring manager or a human resources representative will contact you in order to complete an attestation.
