Federal Economic Development Agency for Northern Ontario (FedNor) is the Government of Canada's economic development organization for Northern Ontario. In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

Education

A degree from a recognized post-secondary institution with acceptable specialization in human resources management, industrial or labor relations, psychology, public or business administration, organizational development, education, science social studies, sociology or any other field relevant to the work to be performed.

Degree equivalency

Experience

- Significant* experience in providing strategic advice and recommendations to senior management (Director General level or above) on complex** or sensitive Human Resources (HR) issues in two HR disciplines (e.g. Staffing, Labor Relations, Classification, Occupational Health and Safety).

- Significant* experience leading organizational change and program transformation.

- Significant* experience in developing and implementing HR strategies or initiatives.

- Significant* experience building strategic relationships with key stakeholders (eg bargaining agents, central agency officials, communities of practice or other government departments).

- Experience leading and managing a team for at least 12 consecutive months throughout the performance appraisal cycle.

- Experience managing the financial budget as an accountable manager for at least one full fiscal year cycle.

*Significant refers to the depth and breadth of experience associated with performing a wide range of related activities that were primarily the responsibility of the candidate, normally corresponding to the performance of these duties during a period of approximately three (3) years.

** Complex is defined as the presence of at least three (3) of the following characteristics: multidimensional, sensitive, within tight deadlines, confidential, affecting several partners or stakeholders, setting a precedent or having a major impact on the organization or having the potential for significant media coverage.

- Experience working collaboratively with departmental counterparts or other federal portfolio departments or agencies.

- Significant* experience in managing departmental initiatives.

- Experience in writing reports, briefing notes and presentations for senior management (Director General level or above).

*Significant refers to the depth and breadth of experience associated with performing a wide range of related activities that were primarily the candidate's responsibility, normally corresponding to the performance of these duties during a period of approximately three (3) years.

OPERATIONAL REQUIREMENTS

Reliability Status security clearance

In our current telework environment, the ability to work remotely from home within Canada with access to Internet in one’s residence is a condition of employment.

Vaccination Notice Requirement:

On October 6, 2021, the Government of Canada announced details of its plans to require vaccination across the federal public service.

As per the new Policy on COVID-19 Vaccination for the Core Public Administration Including the Royal Canadian Mounted Police, federal public servants in the Core Public Administration and members of the RCMP must attest to their vaccination status. The requirement for employees to be fully vaccinated applies whether they are teleworking, working remotely or working on-site. This is a condition of employment and it applies to indeterminate (permanent), determinate (term), casual, and student hiring.
