WHAT IS THE PEDP?
It’s a structured development program that is designed to help expand and strengthen your knowledge and competencies as a Human Resources Advisor. The PEDP will allow you to progress, at your own pace, from a “Developmental” level (PE-01 and PE-02) to a “Specialist” level (PE-03) and; up to the “Senior Specialist” or “Team Leader” level (PE-04) where organizational needs warrant it. The Program includes learning objectives, developmental work assignments, coaching, ongoing training and learning activities, regular feedback, and written performance assessments. You will be supported in your professional growth and recognized as your skills develop. What more could you ask for?

Duties

As a Human Resources Advisor, you will be responsible for guiding and supporting Global Affairs Canada (GAC) leaders and managers in their human resources responsibilities. You will work with them to interpret and apply policies and programs as well as develop human resources strategies!

As a PE-01 Developmental Advisor you will develop your competencies, acquire knowledge, conduct research and analysis, and provide advice and guidance related to human resources. As a PE-02 Developmental Advisor you will further develop your competencies and experience to provide more in-depth advice and guidance on operational and/or corporate activities.

FOR WHICH HUMAN RESOURCES DISCIPLINE(S) AM I INVITED TO APPLY?

Classification:
You’ll occupy a key role by contributing to the organizational design of one of the largest departments in the federal public service. You will work together with managers to identify solutions towards creating an organizational structure that meets their needs and that respects the Classification Policy and Directives. You will also provide expert advice and guidance regarding position creation and work descriptions at all levels of positions.

Staffing:
You will be a business partner for managers with positions to fill. You will accompany them to identify and plan their needs, as well as identify solutions to fill their position with the best possible candidates in a timely manner. Then, you will work with them to implement the resulting staffing processes. You will be the staffing experts serving GAC's front-line programs

Locally Engaged Staff Bureau :
The Locally Engaged Staff Bureau is responsible for establishing the framework and set of policy instruments governing all aspects related to the management of Locally Engaged Staff (LES) working at Canada's missions abroad. As part of the LES policy team, you will provide HR services and advice, primarily in classification, to managers at missions, programs at GAC headquarters and other government organizations in Canada. You will also contribute to the development of communication products, training materials as well as policy instruments and will be responsible for cyclical review exercises for the LES classification program.

EDUCATION :
• Graduation with a degree from a recognized post-secondary institution with acceptable specialization in human resources management, labour or industrial relations, psychology, public or business administration, organizational development, education sciences, social sciences, sociology, or in any other field relevant to the work to be performed.

NOTE: Students who will have completed their program of study by December 31st, 2022 may apply. Evidence will be required later in this process.

Degree equivalency

EXPERIENCE (PE-02 ONLY):
• Significant *experience analyzing and providing recommendations on human resources issues to managers, in an advisory role.

*Significant is defined as the depth and breadth of experience, normally acquired over a period of one (1) year.

ASSET EXPERIENCE:
• Experience delivering operational human resources or program services.
• Relevant* experience working in a client service environment.
• Experience in providing advice to managers on staffing.
• Experience in providing advice to managers on classification, organizational design or work descriptions.
• Experience in the interpretation and application of legislation and policies governing an HR discipline in an advisory role in the Federal Public Service.
• Experience in using collaboration tools in a decentralized work environment (i.e. Teams, Webex, One note).
• Experience in developing communication products to support and/or promote the implementation of a project, strategy, or initiative.

*Relevant experience refers to experience acquired as a member of a team providing client service to internal members of an organization.

• On October 6, 2021, the Government of Canada announced details of its plans to require vaccination across the federal public service.

As per the new Policy on COVID-19 Vaccination for the Core Public Administration Including the Royal Canadian Mounted Police, federal public servants in the Core Public Administration and members of the RCMP must attest to their vaccination status. The requirement for employees to be fully vaccinated applies whether they are teleworking, working remotely or working on-site. This is a condition of employment and it applies to indeterminate (permanent), determinate (term), casual, and student hiring.
