The Agency and its leadership depend on us for our strategic advice and first-rate service. We are looking for a passionate and experienced Senior HR Advisor to join our HR team.
Reporting to the Manager, HR Operations, the team is responsible for providing portfolio services such as staffing, classification and employee relations services to a designated client group. As the HR Advisor, you will participate as business partner for a designated client portfolio . Your duties will include, but will not be limited to:
• Providing advice and guidance to management related to classification, staffing, employee relations and human resources planning;
• Developing and maintaining effective working relationships in your assigned client portfolio, as well as with partners and stakeholders across the Agency;
• Promoting new tools, trends and best practices;
• Planning and leading the implementation of multiple concurrent initiatives, from specific staffing processes to broader recruitment programs, ensuring value based, consistent and compliant decision-making throughout.
FCAC is a small separate agency subject to the Public Service Employment Act (PSEA). We have our own unique classification system (RE and REX) with relevant equivalences noted above and we offer the same pension as the core public administration. We are seeking to staff two indeterminate (permanent) position.
This selection process may be used to establish a pool of qualified candidates, which could be used to staff similar or identical positions with various linguistic profiles and requirements, security profiles and various tenures.

Graduation with a degree from a recognized post-secondary institution with acceptable specialization in human resources management, labour or industrial relations, psychology, public or business administration, organizational development, education sciences, social sciences, sociology, or in any other field relevant to the work to be performed or an acceptable combination of education, training and/or experience.
E1 Recent* and significant** experience in delivering operational services in staffing and employee relations;
E2 Significant** experience in providing strategic advice to management on sensitive or complex human resources issues; and,
E3 Experience writing documents for management, such as reports, presentations and briefing notes.
* Recent experience is defined as having been obtained in the past five (5) years.
** Significant will be evaluated in terms of depth and breadth of activities, complexity and diversity of work performed, and level of autonomy. This is normally associated with having performed a broad range of activities, and normally acquired over a period of approximately three (3) years or more.
AE1 Member in good standing of a human resources professional association (CHRP/CHRL).
AE2 Recent* and significant** experience providing operational services related to staffing or employee relations in the federal public service.
AE3 Experience in delivering presentations.
AE4 Experience implementing HR strategies or programs in at least two of the following HR programs: awards and recognition, performance management, talent management, learning and development, employment equity/diversity and inclusion, official languages, mental health and wellness, occupational health and safety, HR planning, employee relations, values and ethics.
AE5 Experience in writing policies, directives or guidelines.
AE6 Experience working in a multidisciplinary fast-paced HR environment.
