Duties

Provide and contribute to the analysis and research for the provision of strategic and effective IT enabled business solutions delivering on the Department’s operational mandate.

Develop, plan and conduct analysis as part of overall IT project plans which includes, but is not limited to, timely communication of issues and risks, and contributing to work and communication plans.

Work with clients and stakeholders to elicit, analyze, define, model and document IT requirements and to ensure requirements are documented as per standards.

Conduct research with potential stakeholders to identify appropriate existing or new IT solutions.

Conduct impact analysis studies under supervision and participate in IT quality assurance activities.

Research and analyze IT capabilities, plans, and/or technical issues in support of performing or contributing to the provision of IT activities.

Act as a liaison between clients, technical and testing teams to ensure that the detailed business and IT requirements are clearly understood.

Participate in project teams and liaise and collaborate with stakeholders. Occasionally lead short-term teams or components of a large project. Prepare work plans and and provide technical information to new staff.

Support the continuous improvement of the IT business solutions environment through activities such as research, learning, collaboration, departmental/agency working groups, soliciting and responding to stakeholder, client and technical feedback.

Maintain knowledge of trends and developments related to the applicable IT discipline.

The Innovation, Information and Technology Branch (IITB) is a national organization within Employment and Social Development Canada (ESDC), with a wide variety of IT work that can be performed regardless of geographic location; however, certain positions may require a physical presence at a specific location.

Graduation from a two-year program of study from a recognized post-secondary institution with acceptable specialization in computer science, information technology, information management, project management or another specialty relevant to the position to be staffed.

Note:
1. Indeterminate incumbents in the IT group on December 9, 2021 who do not possess the education prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the IT group.

1. Recent working experience* collaborating with Information Management (IM) and/or Information Technology (IT) specialists from a business analyst perspective for the planning, design, implementation and/or delivery of IM/IT solutions, initiatives, and/or services.
2. Recent working experience* analyzing options and elaborating recommendations and/or elaborating briefing materials related to IM/IT.
3. Recent working experience* from a business analyst perspective contributing to the delivery of at least two (2) IM/IT projects using industry standard methodologies and/or best practices (e.g. Software Development Life Cycle (SDLC), AGILE, WATERFALL,PMI/PMBOK, BABOK, Prince 2, etc.).

*RECENT WORKING EXPERIENCE is defined as a minimum of one year (12 cumulative months) experience acquired within the last five (5) years in a professional environment (i.e. non- academic).

Essential Experience for a Project Management position:

1. Recent working experience* working in a project management setting using either a recognized project management methodology and/or Scrum/Agile for the planning, design, implementation and/or delivery of IM/IT solutions, initiatives, and/or services.
2. Recent working experience* from a project management perspective contributing to the delivery of at least two (2) IM/IT projects using industry standard methodologies and/or best practices.
