Duties

Screens, assesses, monitors and refers incoming travellers for the purpose of mitigating the risk of introduction and spread of communicable diseases that pose significant public health implications in Canada, through the application of various border and health, biosecurity practices (i.e., health promotion, health prevention, pandemic and other preparedness and response, surveillance and data analysis), in coordination with health portfolio partners and partners in multi-jurisdictions.

Health Assessment Officers will be required to work a shift work schedule, including variable hours, evenings, weekends, and statutory holidays (operational hours cover 10-24 hours/day) at one or many Ports of Entry.

Public Health Agency of Canada identification clothing will be provided for employment.

Intent of the process

There is an immediate need for Health Assessment Officer positions at ports of entry in Mississauga (Ontario), Ottawa (Ontario), Prescott (Ontario), Windsor (Ontario), Fort Erie (Ontario), Lansdowne (Ontario), Huntington (British Columbia), and Aldergrove (British Columbia).This could include casual and term (specified period) appointments. Preference will be given to those able to commit to full-time hours on a rotational basis.

When you apply to this process, you will be asked to select which ports of entry you would be able and willing to work at across Canada, which may include rural, remote or isolated areas. Depending on the port of entry, you may be eligible for Commuting Assistance Directive as outlined in the policy: https://www.njc-cnm.gc.ca/directive/d2/en

This inventory may be used to staff immediate and future vacant positions within the Public Health Agency of Canada:
* various tenures,

Education:
ED1: A secondary school diploma or employer-approved alternatives.

Note:
The employer-approved alternatives to a secondary school diploma are:
A satisfactory score on the Public Service Commission test approved as an alternative to a secondary school diploma; or
An acceptable combination of education, training and/or experience.

AND

ED2: Successful completion of a recognized education program in paramedicine at the primary care paramedic level from an approved program in Canada.

OR

Successful completion of a Registered Practical Nursing (RPN) or Licensed Practical Nurse (LPN) Diploma Program.

AND

ED3: Eligibility for the title of Licensed Practical Nurse, Registered Practical Nurse or Paramedic Ambulance Technician, or any other title related to paramedical services in the province or territory of employment.

Degree equivalency

Experience:
Experience in performing health assessments and determining the appropriate course of action using applicable professional practice and workplace protocols.

Operational Requirements:

Willingness and ability to work overtime as required, on short notice.

Willingness and ability to be on call, and on stand-by as required. This may require working in the evenings and on weekends.

Willingness and ability to travel for work as needed (depending on the position being staffed).

Willing and able to work shifts, variable hours, weekends, and statutory holidays (operational hours cover 10-24 hours/day).

Willingness and ability to successfully complete the Public Health Agency of Canada’s Screening Officer designation program (which begins with online training, followed by onboarding training).

Willingness and ability to work in an environment that is physically demanding (working in a standing position, potentially outdoors, and walking frequently) and mentally demanding (managing stress associated with rapidly changing work conditions, repeating public health instructions frequently, calming and reassuring stressed, worried, aggressive or uncooperative travelers).

Willing and able to enforce the Quarantine Act (includes the issuance of tickets).

Conditions of employment

Reliability Status security clearance

RPN/LPN ONLY: Valid license/registration to practice nursing in the province or territory of employment.

PARAMEDIC ONLY:
Current registration / licensure / certification with a provincial paramedic regulator in the province or territory of employment.

Willing and able to wear partial to full protective equipment (e.g., respiratory protection, N95 masks, gloves) in order to maintain infection prevention and control.

Willing and able to present yourself in court during and post employment.

All employees of the core public administration are required to be fully vaccinated against COVID-19 and attest to their vaccination status unless accommodated based on a medical contraindication, religion, or another prohibited ground for discrimination as defined under the Canadian Human Rights Act.

Must complete both Screening Officer and Clinical Screening Officer training and pass each exam, enabling certification.

Valid class 5 or G driver's licence (depending on the position being staffed).
