Stream 1: Contaminated Sites Management

The Regional Office of Environmental Coordination (ROEC) is a dynamic organization, within Fisheries and Oceans Canada (DFO), which leads environmental management, regional environmental management system (EMS) and related policy for the Newfoundland and Labrador Region. The OEC provides advice and coordinates efforts to comply with the Department’s Environmental Policy Statement, environmental regulations, federal policies and industry standard best management practices. There are three different business lines within the ROEC: contaminated sites management, environmental compliances, sustainable development and plastics. The duties associated with each business line are as follows:
Stream 1: Contaminated Sites Management
Under Stream 1, successful candidates will play a key role in managing the department’s contaminated sites portfolio. Activities include the development of short- and long-term workplans; review of environmental site assessment (ESA) proposals and reports; management of contaminated sites databases; development of relationships with other government departments (OGDs), other levels of government, and industry professionals. The successful applicant will also engage in working groups and planning boards across the region and country.
Stream 2: Environmental Compliance
Under Stream 2, successful candidates will play a key role in ensuring regulatory compliance with DFO’s operations and assets is being followed. The main areas under environmental compliance include fuel storage tanks, hazardous materials, halocarbons, Impact Assessment Act (IAA), Wildlife Habitat and Migratory Birds and Species at Risk. Some work activities include providing advice to custodians, site visits to conduct audits and training, assisting in the implementation and maintenance of DFO’s Environmental Management System, working with databases, engaging in National working groups and developing reports and procedures.
Stream 3: Sustainable Development and Plastics
Under Stream 3, successful candidates will be involved in providing advice to custodians on greening government activities and the Sustainable Development Strategy, engaging in national and regional working groups and project meetings with custodians, assisting in the energy reporting work and working with other DFO sectors on Plastic reduction initiatives.
The intent of this selection process is to create a pool of qualified candidates to be used to staff this or similar positions within Fisheries and Oceans Canada on an indeterminate, specified period (term), acting, deployment, secondment, or assignment basis.

Education (ALL STREAMS):
ED1: Graduation with a degree from a recognized post-secondary institution, with an acceptable specialization in environmental sciences, environmental studies, ecology, biology, geology, chemistry, environmental engineering or some other science relevant to the position.
Experience (STREAM 1 – Contaminated Sites):
EX1: Experience planning, implementing or managing projects/programs in contaminated sites (e.g. Phase I-III Environmental Site Assessments, Risk Assessments, Remediation, Sediment Toxicity Studies).
EX2: Experience analyzing and interpreting environmental data for the purpose of preparing or reviewing technical reports relating to contaminated sites.
Experience (STREAM 2 – Environmental Compliance):
EX3: Experience planning, implementing or managing projects/programs in Environmental Compliance (e.g. environmental regulatory compliance, environmental impact assessment, or environmental management systems).
EX4: Experience analyzing and interpreting environmental data for the purpose of preparing or reviewing technical reports relating to environmental compliance.
Experience (STREAM 3 – Sustainable Development and Plastics):
EX5: Experience planning, implementing or managing projects/programs in Sustainable Development within a ‘real property’ or building operations environment (e.g. greening government).
EX6: Experience analyzing and interpreting environmental data for the purpose of preparing or reviewing technical reports relating to sustainable development.
Experience (ALL STREAMS):
EX7: Experience working with stakeholders, clients or organizations to improve environmental performance.
Asset Qualifications:
Education (ALL STREAMS)
AED1: Master’s degree in a related discipline
Experience (STREAM 1 – Contaminated Sites)
AE1: Experience conducting phased environmental sites assessments, risk assessments, remediation, or sediment toxicity studies. Experience must include sample collection, data analysis, or writing related technical reports.
AE2: Experience managing Federal Contaminated Sites Action Plan (FCSAP) projects or programs.
Experience (STREAM 2 – Environmental Compliance)
AE3: Experience conducting environmental inspections or audits which evaluate regulatory compliance or which evaluate Environmental Management System performance.
Experience (STREAM 3 – Sustainable Development and Plastics):
AE4: Experience providing energy management services, including monitoring, tracking and reporting on energy consumption, interpreting energy audit results or making recommendations on renewable energy, energy efficiency or sustainable infrastructure.

Knowledge (STREAM 1 – Contaminated Sites):
K1: Knowledge of Canada’s legislative framework related to environmental management, assessment, and/or remediation/risk management, including, but not limited to, the Federal Contaminated Sites Action Plan (FCSAP).
Knowledge (STREAM 2 – Environmental Compliance):
K2: Knowledge of environmental compliance and/or assessment under the following: Impact Assessment Act (IAA), Canadian Environmental Protection Act (CEPA), Fisheries Act, Migratory Birds Convention Act and/or Species at Risk Act (SARA).
Knowledge (STREAM 3 – Sustainable Development and Plastics):
K3: Knowledge of federal environmental legislation and regulations, guidelines and codes of practice including the Federal Sustainable Development Strategy (FSDS) and the Greening Government Strategy (GGS), related to sustainable development and real property management.
ABILITIES (ALL STREAMS):
AB1: Ability to provide analysis and recommendations to senior management on environmental issues.
AB2: Ability to develop strategies, plans and departmental positions on environmental management issues.
