DISPUTE RESOLUTION BRANCH (DRB):
The mandate of the Dispute Resolution Branch is to resolve disputes regarding federal transportation services, rates, fees and charges as well as to ensure Canada's national transportation system is accessible to all persons, including persons with disabilities. Senior Analysts and Mediation Senior Officers support the mandate by resolving disputes through facilitation or mediation, and by supporting the Members through the adjudication process, as well as by developing or updating resource tools .
DETERMINATIONS AND COMPLIANCE BRANCH (DCB):
The mandate of the Determinations and Compliance Branch is to provide approvals, issue licenses, permits and certificates of fitness, monitor and enforce industry compliance with legislative and regulatory provisions and Agency orders, and make decisions on a wide range of matters involving federal air, rail and marine transportation. Senior Analysts contribute to the success of these programs by providing expert advice on rail liability insurance, the evaluation of Canadian airline ownership and control and on marine coasting trade, and compliance matters Senior Analysts support the mandate by participating in the negotiation and administration of air transport agreements, by providing expertise on regulatory projects, by developing reports and recommendations on compliance matters and by conducting other complex analysis involving corporate and financial information for rail and air.

This process is to staff an indeterminate position in the stream 1 and determinate positions in the streams 1 and 2.
A pool of qualified candidates could be created to staff future positions with various tenures (indeterminate, determinate, deployment, acting, and assignment/secondment) with similar requirements, various language requirements and profiles and various security requirements.
Results of this staffing process may be used for similar positions in the Agency and other departments and agencies in the federal government.

ESSENTIEL QUALIFICATIONS
EDUCATION:
ALL STREAMS:
Degree from a recognized university in a field related to the duties of the positions (ex: economics, business administration, social sciences, law, commerce, finance or sciences) or an acceptable combination of education, training and/or experience.
EXPERIENCE:
ALL STREAMS:
Experience* in conducting complex** analysis for senior management (EX-01 or equivalent and above) or board members.
Experience in providing advice and recommendations to senior management (EX-01 or equivalent and above) or board members.
Experience in leading simultaneously multiple*** initiatives, cases, significant tasks or projects requiring completion under fixed deadlines.
STREAM 2:
Significant experience**** as an autonomous mediator.
NOTES:
*Experience is defined as the depth and breadth of experience associated with having performed a broad range of related activities as one of the MAIN functions for approximatively 12 months. The amount and the diversity of these activities as well as the autonomy level may also be taken into consideration.
**Complex is defined as including the following characteristics: multidimensional, multiple or conflicting information to be analyzed.
***Multiple is defined as leading as least five (5) initiatives, cases, tasks or projects simultaneously.
**** Significant experience will be evaluated based on the depth, breadth, complexity and diversity of mediations conducted by the candidate.
ASSET QUALIFICATIONS
EDUCATION:
ALL STREAMS:
Law degree from a recognized university (LL.B., J.D., B.C.L.)
Master degree from a recognized university in a field related to the duties of the positions(e.g. economics, social sciences, law, commerce, finance or sciences).
STREAM 2:
Degree from a recognized university in dispute resolution or a professional designation from a recognized institution in dispute resolution.
EXPERIENCE:
ALL STREAMS:
Experience working in an administrative tribunal.
Experience writing materials to or for decision-makers, including but not limited to tribunal's members, judges, arbitrators, director generals, assistant deputy ministers or deputy ministers.
Experience working in or collaborating with the rail, marine or air transportation industry.
STREAM 1: Experience participating in hearings to support decision-makers.

Pass marks will be established for each qualification. However, achieving the pass mark is not a guarantee of an appointment or that candidates will be put through the next stages of the assessment process. Cut-off scores and/or top-down approach may be used at any stage of the staffing process if there are a sufficient number of candidates to meet anticipated staffing needs.
Preference will be given to veterans first and then to Canadian citizens and permanent residents, with the exception of a job located in Nunavut, where Nunavut Inuit will be appointed first.
