Duties

Centre for Learning in International Affairs and Global Leadership (CFSD)
We support employees in the development of their international competencies in International Affairs and Global Leadership. We respond to the department’s new and emerging learning needs related to policy and geographic area. We offer you a broad range of courses and programs, from onboarding training, including Foreign Service officers, to supervisory, management and leadership development, including the Heads of Mission pre-departure program.

Centre for Learning Services (CFSE)
We plan, organize and coordinate activities related to the overall management of the Institute. We also coordinate all corporate planning and reporting exercises. Our services include needs analysis and developing strategies for training, evaluations, design and support online courses, registration and logistics, client relations, marketing and outreach and required training.

Centre for Learning in International and Domestic Operations (CFSS)
We develop and provide corporate training to employees at headquarters, missions and the Common Services Delivery Points (CSDPs). We offer systems training, pre-posting training for Management and Consular Officers (MCOs) and Foreign Service Executive Administrative Assistants (FSEAA). We also facilitate blended learning programs for Locally Engaged Staff and training at headquarters on International Assistance Programming.

Work environment

Canadian Foreign Service Institute
The Institute is the primary training provider for Global Affairs Canada. We offer training to clients in federal, provincial and municipal governments. We also offer training to non-governmental organizations, foreign governments and organizations, academic institutions and, in certain cases, private sector companies. The training is offered on a cost-recovery basis.

EDUCATION:
Graduation with a degree from a recognized university with acceptable specialization in education, linguistics, sociology, psychology, mathematics, physics, home economics or some other specialty relevant to the positions in the group such as international relations or a related discipline.

NOTE:
Candidates must always have a university degree. The courses for the specialization do not necessarily have to be part of a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

Degree equivalency

ESSENTIAL EXPERIENCE FOR ALL STREAMS:
Experience in advising management on the development of adult learning programs, projects

ESSENTIAL EXPERIENCE SPECIFIC TO STREAM 1 AND 3:
*Recent and **significant experience in leading all phases of the development of adult learning programs and projects using specific Adult Education instructional design framework(s).

*Recent is defined as having performed such tasks within the past eight (8) years
**Significant requires breadth/depth/complexity in work performance. EX:Full time work for 3+ years or part-time for 6+ years.

ESSENTIAL EXPERIENCE SPECIFIC TO STREAM 2:
Recent* and significant** experience in leading all phases of an online learning solution using a specific adult education model.

*Recent is defined as having performed such tasks within the past three (3) years
**Significant requires breadth/depth/complexity in work performance.

ESSENTIAL EXPERIENCE SPECIFIC TO STREAM 3
Experience in managing blended learning programs.
Experience establishing and maintaining working relationships with internal or external partners and stakeholders.

ASSET QUALIFICATIONS SPECIFIC TO STREAM 1:
Master’s and/or PhD degree from a recognized university with acceptable specialization in education, social sciences or a related discipline.

ASSET QUALIFICATIONS SPECIFIC TO STREAM 3:
Master’s degree from a recognized university with acceptable specialization in education, social sciences or a related discipline.

Degree equivalency

ASSET EXPERIENCE SPECIFIC TO STREAM 1:
Experience in selecting, contracting and supervising the work of training consultants.
Experience in the management of client and stakeholder relations with public, private, academic or non-profit organizations that have an international focus.
Experience in applying Talent Management Policies and advising Senior Leaders on Talent Management Program implementation or experience in facilitation of workshops including in the domains of Leadership Development or Organizational Development.
A minimum of three (3) consecutive months’ experience working and living abroad in a country that you are not a citizen of.

ASSET EXPERIENCE SPECIFIC TO STREAM 2:
Experience in supervising either a team of at least one individual or the work of consultants.
Experience in assessing learning needs and/or solutions based on an evaluation model.
Experience in interpreting training and evaluation data.

ASSET EXPERIENCE SPECIFIC TO STREAM 3:
Previous work experience related to the organizational structure of Canadian missions abroad.
Experience in facilitation techniques or coaching for adult learning.
