As a Senior Evaluation Analyst at Canadian Heritage, you will:
👉 Lead evaluations of programs and initiatives that respect the Treasury Board Secretariat Policy on Results and senior management needs.
👉 Engage partners, team members and external consultants in the planning, implementation and reporting on complex evaluation projects that examine the relevance, performance and other important questions related to programs.
👉 Communicate strategically and work collaboratively with others with respect.
👉 Be given the autonomy to lead projects, be innovative and think things through.
👉 Present evaluations program results and recommendations to senior management and stakeholders, with a thorough analysis and sound judgment.
👉 Use your skills and special knowledge to support planning, reporting and other decision making activities.
💼 You will be working as part of large, collaborative internal evaluation team. The pace is fast, the programming is interesting and the people are passionate about providing useful and robust information and analysis to senior management and to all Canadians on questions that really matter. Key principles that guide how this team works focus on strong collaboration, strategic communication, showing initiative, deep analysis, being organized and a commitment to learning.
📌 Employees of the federal public service occupying a substantive position at the EC-06 level or equivalent may be considered first.

🎓 EDUCATION:
- Graduation with a degree from a recognized university with acceptable specialization in Economics, Sociology or Statistics.
Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.
⬜ EXPERIENCE:
- Experience in conducting and completing all phases of program or policy evaluations* including planning, conducting and reporting.
- Experience in using qualitative and quantitative methods to conduct research and analysis related to evaluation.
- Experience working collaboratively with a variety of stakeholders.
⚠ *Definition of program or policy evaluations:
In the Government of Canada, evaluation is the systematic collection and analysis of evidence of the outcomes of programs to make judgments about their relevance, performance, and efficiency.
Evaluation informs decision making, improvements, innovation, and accountability. Evaluations typically focus on programs, policies, and priorities. Depending on user needs, however, evaluations can also examine other units, themes and issues including alternatives to existing interventions.
Evaluations generally employ social science research methods.
All experience criteria are identified as recent and significant and is defined as the depth and breadth of experience normally associated with full time performance of duties in a professional capacity for an approximate of two (2) years within the last five (5) years.
✨ ASSET QUALIFICATIONS
🎓 EDUCATION:
- Graduation with a master’s degree or PhD from a recognized post-secondary institution with acceptable specialization in economics OR sociology OR statistics OR evaluation.
⬜ EXPERIENCE:
- Experience developing performance measurement frameworks.
- Experience with project management including setting timelines, defining expected results and project plans, and providing updates to management.
- Experience in leading project teams including the delegation of tasks to colleagues, providing feedback and guidance.
