Duties

Centre for Foreign Languages (CFSL)
We provide all aspects of foreign language learning, testing and competency standards setting (designations) in the department. Through our programs and policies, we ensure that employees have the required foreign language proficiency to perform effectively in countries where English or French are not widely spoken. We also ensure that the department’s strategic plan to address foreign language needs and impacts responds to evolving global trends and translates business needs into training and testing approaches.

Centre for Learning in Intercultural Effectiveness and International Assistance Policy (CFSC)
We provide intercultural training services for internationally assigned personnel. Our services help you develop the intercultural competencies that facilitate successful and sustainable international relations. We also offer a broad range of courses to help you deepen your knowledge of international assistance policy.

Centre for Learning in International and Domestic Operations (CFSS)
We develop and provide corporate training to employees at headquarters, missions and the Common Services Delivery Points (CSDPs). We offer systems training, pre-posting training for Management and Consular Officers (MCOs) and Foreign Service Executive Administrative Assistants (FSEAA). We also facilitate blended learning programs for Locally Engaged Staff and training at headquarters on International Assistance Programming.

Centre for Learning in International Affairs and Global Leadership (CFSD)
We support employees in the development of their international competencies in International Affairs and Global Leadership. We respond to the department’s new and emerging learning needs related to policy and geographic area. We offer you a broad range of courses and programs, from onboarding training, including Foreign Service officers, to supervisory, management and leadership development, including the Heads of Mission pre-departure program.

Work environment

The Institute is the primary training provider for Global Affairs Canada. We offer training to clients in federal, provincial and municipal governments. We also offer training to non-governmental organizations, foreign governments and organizations, academic institutions and, in certain cases, private sector companies. The training is offered on a cost-recovery basis.

Intent of the process

The immediate intent of this process is to staff 4 positions on an indeterminate basis with various linguistic requirements. There is also 1 position that we anticipate staffing in the future on an indeterminate basis with CBC/CBC linguistic requirements.

A pool of candidates may be established to staff similar positions with various tenures and/or linguistic requirements within Global Affairs Canada.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

EDUCATION:
Graduation with a degree from a recognized university with acceptable specialization in education, linguistics, sociology, psychology, mathematics, physics, home economics or some other specialty relevant to the positions in the group such as international relations or a related discipline.

NOTE:
Candidates must always have a university degree. The courses for the specialization do not necessarily have to be part of a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

Degree equivalency

ESSENTIAL EXPERIENCE FOR ALL STREAMS:
*Recent experience in delivering training to adult learners using an experiential approach .
Experience in designing, managing and evaluating adult learning programs and projects using specific Adult Education instructional design framework(s).
Experience in assessing learning and performance needs.
Experience in defining the scope, objectives and statement of work of projects and negotiating contractual arrangements with clients.
Experience using current technologies for the design and implementation of online learning and/or distance education and training.

*Recent is defined as having performed such tasks within the past five (5) years

ESSENTIAL EXPERIENCE SPECIFIC TO STREAM 1:
Significant** experience in teaching a language to adults in a professional setting and counseling learners.

**Significant is defined as having taught for at least 500 hours.

ESSENTIAL EXPERIENCE SPECIFIC TO STREAM 2:
Experience in elaborating and implementing enterprise-wide training policies and guidelines.

If you possess any of the following, your application must also clearly explain how you meet it (other qualifications)

ASSET EXPERIENCE SPECIFIC TO STREAMS 3 AND 5:
At least 3 months experience living and working abroad in a country that you are not a citizen of.

ASSET EXPERIENCE SPECIFIC TO STREAM 3:
Experience working with current international assistance program or project management frameworks and methodologies (e.g. Results Based Management, Logic Models, Outcome Mapping, etc.)
Experience designing and/or delivering training in GBA+, Diversity and Inclusion, Bias Awareness, Anti-Racism or Intercultural Effectiveness.
Experience in the management of client relations with public, private or non-profit organizations that have an international focus.

ASSET EXPERIENCE SPECIFIC TO STREAM 4:
Previous work experience related to the organizational structure of Canadian missions abroad.
Experience in facilitation techniques or coaching for adult learning.

ASSET EXPERIENCE SPECIFIC TO STREAM 5:
Experience in managing supplier agreements and contracts (such as terms of reference, deliverables, budget, contracts)

Preference
