Duties

Tasks include, among others:

• Providing expert and strategic operational advice to CHRC senior management, Manager of Compliance Review, Program Auditors as well as employers subject to the Employment Equity Act (EEA).
• Representing the Commission and the Employment Equity Division (EED) on various interdepartmental committees, multi-disciplinary working groups, community sectors and meetings.
• Leading the production and coordination of Commission EE data, information management systems, standards, and communication processes to help employers subject to the EEA meet their legislative obligations.
• Leading the development of tools for the internal use of the division to enhance the efficiency and effectiveness of the program. Develop operational policies, and procedures with the Manager of Compliance Review.
• Supporting management in the development of input to corporate annual reports such as: the CHRC Annual Report, the Departmental Plan, the Departmental Results Report, and other reporting requirements. Contributes to the review, approval and publications of Sector-Wide Horizontal audit reports.

This position sits within the Employment Equity Division and forms part of the management team that supports the employment equity program, which is responsible for conducting compliance audits under the EEA. The program undertakes conventional audits, issues-based horizontal audits and blitz audits of federally-regulated employers. Currently, this consists of approximately 600 private sector companies in various industries such as banking, telecommunications and transportation and approximately 100 public sector departments and agencies.

The work is currently performed remotely. The situation may be reassessed at a later date.

A pool of partially or fully qualified candidates resulting from this process may be established and used to fill similar positions with various tenures, linguistic profiles, and/or security requirements.

EDUCATION
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology, or statistics.

Note: Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

Degree equivalency

EXPERIENCE
• Significant* experience in data analysis, policy development and/or policy analysis related to social or human rights issues
• Experience in providing written and verbal strategic advice on policy, data or program issues to senior management
• Experience in working collaboratively with different stakeholders (e.g. other government departments, central agencies, communities and networks, or stakeholders outside of the Public Service)
• Experience in managing human resources

*Significant experience means a depth and breadth of experience normally acquired in the course of approximately two (2) or more years.

On October 6, 2021, the Government of Canada announced details of its plans to require vaccination across the federal public service.

ASSESSMENT
• Candidates must meet all the essential qualifications to be appointed to a position.
• Meeting criteria such as asset qualifications, operational requirements or organizational needs is desirable and may be a deciding factor in choosing the right fit. Candidates who meet asset qualifications could be assessed on a priority basis.
• You may be assessed using a variety of assessment tools, such as, but not limited to: standardized tests, written exams, interviews, simulation exercises, reference checks (the Assessment Committee reserves the right to contact references other than those provided, (within the Public Service only), if found necessary, in order to adequately assess the candidates), recent and past performance evaluations, self-assessments, candidate achievement record, etc.
