Duties

Reporting to the Director of Emergency Management & Security (the Director) in the Field Operations Business Unit, the Technical Specialist, Security applies knowledge in providing advice to the Canada Energy Regulator (CER), its employees, managers, Commissioners, and regulated companies, other stakeholders, Indigenous Groups and members of the public on Security Management.

Assessment and Analysis
• Undertake and guide assessment and analysis and provide recommendations on regulatory applications, compliance verification activities and other issues related to security management
• Lead or provide strategic and technical guidance, and direction on regulatory or policy matters

Lead or participate in Compliance Verification Activities
• Ensure compliance, and provide recommendations for non-compliance, generally in complex situations, with Acts, regulations, standards and guidance

May be required to obtain Inspection Officer, or Conservation Officer Designation and conduct compliance verification activities.

Regulatory Development
• Advise on developments within the operating framework (Acts, regulations, guidance etc.) and shape framework developments including review and critique of existing tools, research and recommendations on new tools and implementing approved new tools with respect to security management.

Provide leadership, coaching and staff development.

o Mentor, coach and provide advice on managing complex matters
o Shape leadership and cooperative behaviours across the organization

• Capacity and knowledge building
o Lead internal and external Communities of Practices and/or learning circles to establish overall direction and develop technical knowledge and competency

o Provide feedback/advice to individual staff members on performance and training goals

Manage Projects
• Lead projects to address complex, multi-disciplinary issues

• Provide strategic technical guidance on possible approaches for engagement with respect to security management

Education: Graduation from a recognized university with a degree in security management, engineering, emergency management, physical, biological, environmental sciences, process safety, or other discipline related to the requirements of the position.

E1 Experience conducting or reviewing security assessments which could include threat, vulnerability, risk or site-specific assessments/reviews related to the energy sector.

E2 Experience presenting security analysis and advice orally and written formats to different levels of leadership.

E3 Experience liaising with industry, government and others regarding security considerations in the energy sector.

E4 Experience working within and contributing to the development and/or regulatory oversight of security management systems.

E5 Experience coaching and mentoring staff on security related issues and processes including field-level practitioner matters.

Asset Qualifications

AQ1 Specialized expertise in the area of cyber security with Industrial Control Systems, also referred to as Operations Technology (OT) which includes SCADA networks.

AQ2 Recent and direct experience with respect to the Canadian Standards Association, standard Z246.1-17 - Security management for petroleum and natural gas industry systems.

AQ3 Specialized expertise in development, implementation, maintenance and improvement of security management programs in the oil and gas industry.

AQ4 Recent and direct experience in a regulatory oversight capacity.

Information on employment equity

As per the new CER Policy on COVID-19 Vaccination, all employees of the CER must attest to their vaccination status. The requirement for employees to be fully vaccinated applies whether they are teleworking, working remotely or working on-site. This is a condition of employment and it applies to indeterminate (permanent), determinate (term), casual and student hiring. Should you reach the point in the selection process where it is necessary to verify terms and conditions of employment then the hiring manager or a human resources representative will contact you in order to complete an attestation.

2. The CER has a classification system that differs from the greater public service. This NEB-11 position is similar to a EN-ENG-04 in terms of salary range only. The benefits offered, including relocation assistance, may be significantly different than those offered in the greater public service. This position is subject to CER’s Professional Institute of the Public Service of Canada Collective Agreement.

3. Salary: Effective 1 November 2021 NEB-11, $109,692 - $133,457

The CER has the following forms of additional compensation that are separate from base salary, the eligibility for which is determined, in accordance with the provisions in the collective agreement or terms and conditions of employment for the duration period specified:
• a Calgary Allowance in the amount of 4.95% of base salary may be paid on a bi-weekly payroll basis depending on work location
• annual performance pay which includes elements of individual performance (60% of payout) and corporate performance (40% of payout)
• annual market allowance which applies only to specified operational positions applies to this position; the allowance is paid in two semi-annualized payments
