Intent of the process

This selection process will be used to staff current and future positions at the EX-03 group and level at Immigration, Refugees and Citizenship Canada (IRCC).

A pool of qualified and/or partially-qualified candidates may be created, which could be used to staff similar positions with various security profiles and various tenures (indeterminate, deployment, acting, assignment or secondment, Interchange Canada) at the EX-03 group and level at Immigration, Refugees and Citizenship Canada.

Results of this staffing process may be used for similar positions from other departments and agencies in the federal government. By applying to this process, you consent to your personal application-related information being shared with other government departments interested in staffing similar positions.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

EDUCATION

Graduation with a degree from a recognized post-secondary institution.

Degree equivalency

EXPERIENCE

1) Significant* experience in setting strategic direction and providing strategic advice to executives or above such as Assistant Deputy Ministers or equivalent (e.g. C-Suite or Board of Directors or Vice-President) on complex** digital*** issues.

2) Significant* experience developing and communicating business cases and funding proposals including cost-benefit analysis that address current and planned business imperatives.

3) Experience in large-scale project**** design and implementation which involves redesigning business/operations through digital*** solutions and managing organizational change.

4) Significant* experience in working, negotiating and maintaining partnerships and networks with stakeholders such as federal government departments and agencies, other levels of government and private sector organizations.

5) Significant* experience in managing human and financial resources*****.

Definitions:
* Significant is defined as depth and breadth of experience normally associated with the performance of those duties for a period of approximately five (5) years.

** Complex issues are defined as having at least two (2) of the following characteristics: multidimensional, affecting many partners or stakeholders, precedent setting or having a major impact on the organization and/or public service/private sector.

*** Digital is defined as: applying the culture, processes, and technologies of today to respond to business needs. This could include but is not limited to the use of data and technology to transform business processes and deliver on results.

**** Large-scale projects or initiatives are defined as multi-dimensional, involving many stakeholders with competing requirements and with inherent and emerging risks, sensitivities and impacts requiring a holistic approach to decision making with a budget of more than $20 million.

***** Some examples of managing human resources may include implementing HR strategies to ensure workforce capacity to meet operational needs, establishing vision, priorities, work plans, establishing work objectives and performance indicators to measure results; conducting performance management through provision of feedback, conducting performance assessments and management of non-performers; determining training and development needs to support talent management. You must indicate the number of subordinates you supervised.

Some examples of managing financial resources may include full delegation of a budget for two (2) complete fiscal cycles, resource management and forecasting, planning, budget allocation, tracking expenditures, reporting, etc. You must indicate the size of the budget you managed directly.

ASSET EXPERIENCE

1) Experience in providing leadership in the management of large and complex** procurement projects, programs or services.

3) Significant* experience in the establishment and management of service level agreements with clients and alternate (public or private sector) service providers.

ORGANIZATIONAL NEEDS

VACCINATION REQUIREMENT

On October 6, 2021, the Government of Canada announced details of its plans to require vaccination across the federal public service.

As per the new Policy on COVID-19 Vaccination for the Core Public Administration Including the Royal Canadian Mounted Police, federal public servants in the Core Public Administration and members of the RCMP must attest to their vaccination status. The requirement for employees to be fully vaccinated applies whether they are teleworking, working remotely or working on-site. This is a condition of employment and it applies to indeterminate (permanent), determinate (term), casual, and Interchange assignments. Should you reach the point in the selection process where it is necessary to verify terms and conditions of employment then the hiring manager or a human resources representative will contact you in order to complete an attestation.

To avoid situations of conflict of interest and conflict of duties with the goal of upholding the values and ethics of the public sector and the public interest, applicants providing immigration consulting services (both registered and unregistered, paid and/or unpaid), would be required to recuse themselves from these duties for the duration of their employment, should they be appointed to a position within Immigration, Refugees and Citizenship Canada (IRCC). Moreover, prospective appointees who are Regulated Canadian Immigration Consultants (RCICs) would be required to resign from Immigration Consultants of Canada Regulatory Council (ICCRC). Of note, a “leave of absence” from the Regulatory Council does not meet IRCC’s requirement in the matter.

Candidates must meet each essential qualification to be appointed to a position. Some positions within IRCC may have different asset qualifications, operational requirements, or organizational needs. Consequently, if a person is appointed to a position, he/she will only be required to meet the asset qualifications, operational requirements, or organizational needs associated with that specific position. Meeting these criteria is nonetheless desirable and may be a deciding factor for the staffing of some positions.

Interviews are expected to take place end of March 2022.

At level substantive EX-03 employees (or equivalent) and qualified candidates in an EX-03 pool may be invited for a formal or informal assessment.

Reference checks will be conducted. Please be ready to provide the names, titles, and contact information of your referees (current supervisor, previous supervisor, colleague, and subordinate).

Interviews will be conducted and may use traditional interviews or innovative methods.

A written exam may be administered.

A copy of your performance assessment of the last two (2) years may be required (if applicable).

Random Selection, Top-down approach or cut-off score at various points in the process may be used to determine the number of qualified candidates who will be considered further in the process.

Candidates will be asked to provide proof of their education credentials at the assessment stage of this process. Candidates with foreign credentials must provide proof of Canadian equivalency. Please contact the Canadian Information Centre for International Credentials for further information at http://www.cicic.ca/. Failure to provide proof of education credentials in the form of a diploma or official transcript may result in your application not being considered further in the selection process.

Our intention is to communicate with candidates via email. Applicants should check their email account regularly as there may be new communication regarding this inventory or a timeline for responses. Candidates who apply on this process must include in their application a valid email address and make sure that this address is functional at all times and accepts messages from unknown users (some email systems block these types of email).
