On October 6, 2021, the Government of Canada announced details of its plans to require vaccination across the federal public service.

As per the new Policy on COVID-19 Vaccination for the Core Public Administration Including the Royal Canadian Mounted Police, federal public servants in the Core Public Administration and members of the RCMP must attest to their vaccination status. The requirement for employees to be fully vaccinated applies whether they are teleworking, working remotely or working on-site. This is a condition of employment and it applies to indeterminate (permanent), determinate (term), casual, and student hiring. Should you reach the point in the selection process where it is necessary to verify terms and conditions of employment then the hiring manager or a human resources representative will contact you in order to complete an attestation.

Work environment

At the time this job opportunity was published, many Public Service employees had not yet returned to their workplace due to the context of COVID-19. Depending on the operational requirements of the specific position being filled, candidates may be required to work remotely, may be required to work on-site, or may be required to work a combination of on-site and remote.

Positions may be available in various cities, including Ottawa, Gatineau, Montreal, Vancouver and Charlottetown. However, the majority of positions will be in the National Capital Region. Depending on the needs and requirements of each individual position staffed, the possibility of a telework arrangement could be considered. The request will be assessed in accordance with the provisions of the Directive on Telework.

Intent of the process

The intent of this poster is to create a list of interested candidates suited for Access to information and Privacy (ATIP) positions within various Departments at various groups and levels, who have been assessed against core merit criteria common to a variety of ATIP roles. The positions have various second language requirements; however, most of the positions are bilingual imperative (BBB or CBC).

The assessment board will determine which level(s) candidates can be referred for based on the depth and breadth of their demonstrated experience. Asset criteria will be used to determine which candidates should be referred to a department when they have a specific position to fill. Departments pulling from this list of interested candidates may conduct further assessment of candidates against additional criteria not listed on this poster, depending on the needs of the specific position that they are filling.

- Experience in responding to and resolving complaints lodged with the Office of the Information Commissioner and/or the Privacy Commissioner of Canada;

- Experience drafting briefing material and/or verbally briefing senior management (Director General, Assistant Deputy Minister, or Minister);
- Experience negotiating with internal and external stakeholders;

- Experience developing policies, procedures or guidelines;
- Experience coaching and mentoring junior staff;

Tests

Public Service Entrance Exam UIT

Applicants must complete the Public Service Entrance Exam Unsupervised Internet Test as part of the screening for this selection process. This exam consists of two sub-tests: the Test of Reasoning and the Test of Judgement. While all applicants are asked to take the first sub-test, you will only be invited to take the second sub-test if additional information is required to complete the assessment. You will have 90 minutes to complete the Test of Reasoning and 75 minutes to complete the Test of Judgement (if required). You must complete the test(s) before you submit your application for this position.
