The objective of this process is to staff several program officer positions at different language levels for different tenures such as term, indeterminate, assignment, acting, etc. within Global Affairs Canada.

EDUCATION
A degree from a recognized post-secondary institution or an acceptable combination of education, training and/or experience.
EXPERIENCE
1. Significant* experience developing and maintaining collaborative relationships with stakeholders.
2. Significant* experience in managing a project or a process related to community development, international development, humanitarian assistance, international security or international relations.
3. Experience analyzing organizational needs, synthesizing information and providing advice to decision-makers on international issues.
* Significant is defined as the depth and breadth of experience that would normally be acquired over a period of at least three (3) years in a work environment.

EDUCATION
1. Master’s degree from a recognized post-secondary institution in social sciences, international affairs, law, public policy, natural sciences or other relevant specialization.
2. Project Management Certification
EXPERIENCE
1. Experience working on Canada's foreign policy or international assistance priorities.
2. Experience in implementing gender-responsive approaches or programs.
3. Experience leading or contributing significantly to the negotiation of national or international initiatives, statements or policies.
4. Experience in providing technical advice with regard to Results-based/Performance Management.
5. Experience in managing financial resources.
6. Experience in managing an international assistance grants and contributions project or program.
7. Experience working in, or working on files pertaining to, fragile and conflict-affected states and situations.
8. Experience working in the area of weapons non-proliferation.
9. Experience developing and implementing a new business process or a significant change to an existing business process.
10. Work experience related to the Caribbean in the field of social or political sciences, or economics.
11. Experience managing security or capacity-building programming in support of Government of Canada priorities.
Depending on the position to staff, operational requirements could apply such as:

Being fully vaccinated against COVID-19
All employees of the core public administration are required to be fully vaccinated against COVID-19 and attest to their vaccination status unless accommodated based on a medical contraindication, religion, or another prohibited ground for discrimination as defined under the Canadian Human Rights Act.
On October 6, 2021, the Government of Canada announced details of its plans to require vaccination across the federal public service.
As per the new Policy on COVID-19 Vaccination for the Core Public Administration Including the Royal Canadian Mounted Police, federal public servants in the Core Public Administration and members of the RCMP must attest to their vaccination status. The requirement for employees to be fully vaccinated applies whether they are teleworking, working remotely or working on-site. This is a condition of employment and it applies to indeterminate (permanent), determinate (term), casual, and student hiring. Should you reach the point in the selection process where it is necessary to verify terms and conditions of employment then the hiring manager or a human resources representative will contact you in order to complete an attestation.
