WHAT IS AN INVENTORY?
When you apply to an inventory, you are not applying for a specific position. Rather, you are applying for current or future job opportunities. Managers may use the inventory to fill their available positions.
If we select your application for further consideration, we will contact you for a test and/or an interview. We will notify you by email only if you are selected for further assessment. Please ensure that your contact information is always up to date.
We will accept applications until the closing date. However, we encourage you to apply as soon as possible because we will select applications from the inventory as positions become available.
Please ensure you read the poster thoroughly as the instructions contain important information that will be required in the application process. Failure to read the notes and follow the instructions could result in your application missing critical information thus providing insufficient information for the screening committee to complete your assessment and resulting in your elimination from the process.

This process is used to establish a pool of partially or fully-qualified candidates, which may be used by Immigration, Refugees & Citizenship Canada to staff similar positions at an identical group and level with various linguistic profiles (bilingual imperative BBB/BBB, bilingual imperative CBC/CBC), various security profiles and various tenures using various staffing activities, in the National Capital Region (Ottawa-Gatineau) and in Montreal.

EDUCATION
Ed1. A degree* from a recognized post-secondary institution with specialization in accounting, finance, business administration, commerce or economics AND experience related to positions in the Financial Management Group;
OR
Eligibility** for a recognized professional accounting designation. The recognized professional accounting designations are Chartered Professional Accountant (CPA), Chartered Accountant (CA), Certified Management Accountant (CMA), Certified General Accountant (CGA).
* The term “degree” refers to a baccalaureate as established by educational authorities.
** The term “Eligibility” means the candidate has met all academic and work experience requirements of the program for a recognized professional accounting designation as outlined by the association.
EXPERIENCE
E1. Minimum of two (2) years cumulative and significant* experience in a single or in a combination of the following areas:
(a) accounting operations (e.g. processing accounts payable or receivable; bookkeeping, reconciliation and data verification);
(b) corporate accounting (preparation of monthly or annual financial statements and/or external financial reports);
(c) financial planning, budgeting, forecasting, variance analysis and production of financial reports;
(d) financial management advisory services (e.g. make recommendations to improve financial information and/or the financial situation, take corrective action on discrepancies);
(e) internal or external auditing;
(f) internal controls (implementation and/or review of measures and activities that provide reasonable assurance of the effectiveness and efficiency of financial management activities);
(g) financial systems (e.g. implementation, testing, maintenance, user support and/or training, development of user guides);
(h) cost estimation/costing;
(i) financial management of grants and contributions (e.g review and assessment of funding requests; monitoring of contribution agreements; coordination of payments).
E2. Experience in analyzing financial information.

OCCUPATIONAL CERTIFICATION

CONFLICT OF INTEREST - REGULATED CANADIAN IMMIGRATION CONSULTANTS (RCICS)
To avoid situations of conflict of interest and conflict of duties with the goal of upholding the values and ethics of the public sector and the public interest, applicants providing immigration consulting services (both registered and unregistered, paid and/or unpaid), would be required to recuse themselves from these duties for the duration of their employment, should they be appointed to a position within Immigration, Refugees and Citizenship Canada (IRCC). Moreover, prospective appointees who are Regulated Canadian Immigration Consultants (RCICs) would be required to resign from the College of Immigration and Citizenship Consultants. Of note, a “leave of absence” from the College does not meet IRCC’s requirement in the matter.

The selection decision(s) may be based on one or more of the following criteria:
• Matching of the individual's experience or qualifications to the strengths and weaknesses of the work team;
• Matching of the individual's experience or qualifications to the specific duties of the position being staffed;
• Depth, breadth, type of work-specific experience;
• Level/degree of one or more qualifications;
• Other key factors considered by management for the right fit between candidates and the job to be filled out.
FREQUENTLY ASKED QUESTIONS:
1. Can I send my application to the email address provided on-the-job advertisement?
No, all applications must be submitted online through the Public Service Resourcing System (PSRS). Applications and CV submitted by email will not be accepted or considered.
2. What happens if I have a disability that prevents me from applying online?

3. Why was my application automatically “screened-out“ when I submitted it?
In order to be “included in the inventory“ you must meet all the essential qualifications when submitting your application. Should you receive a "screened-out" message immediately after submitting your application, you have likely responded 'No' to a screening question assessing an essential qualification. If you incorrectly responded 'No' to a qualification you do in fact possess, simply retrieve your application and update your response to the screening question.
4. Some advertisements state that random selection may be used to identify which applicants will be assessed during the appointment process. What is random selection?
Random selection is a strategy that is sometimes used to manage applicant volume. It identifies a sub-sample of applicants by applying the element of chance at some point during the appointment process, using criteria identified by the hiring organization.
5. How is this sub-sample of applicants determined?
To determine the sub-sample of applicants, the hiring organization identifies the following:
- criteria that candidates must meet; and
- the number of candidates to be selected.
With the assistance of an electronic system that contains information on all applicants, candidates who meet these criteria are identified and the sub-sample is randomly selected from that group. The Public Service Resourcing System - the electronic system used to advertise job opportunities within the Public Service of Canada, and receive and select applications - performs the random selection function.
6. What does it mean to be “included in inventory“?
When submitting your application, your status may be: Results available: included in inventory. This system-generated message that refers only to your application having been successfully submitted to the inventory.
Preference will be given to veterans first and then to Canadian citizens and permanent residents, with the exception of a job located in Nunavut, where Nunavut Inuit will be appointed first.
