Stream 1: Appraisal Advisor / Valuation Analyst - Pool of candidates for the Appraisal & Valuation Services team
Stream 2: Appraisal Advisor / Valuation Analyst - Pool of candidates for the Payment in Lieu of Taxes (PILT) team
The intent of this process is to create a partially qualified pool of candidates to staff positions within Public Services and Procurement Canada (PSPC) in the following locations across Canada where PSPC has regional offices: Vancouver, British Columbia (Although Vancouver is preferred, staffing may also be located in Victoria); Edmonton, Alberta (Although Edmonton is preferred, staffing may also be located in Calgary, Saskatoon, Regina or Winnipeg); Greater Toronto and Hamilton Area (GTHA); Greater Ottawa & Gatineau - National Capital Area; Greater Montreal and Greater Québec City, Quebec; Greater Halifax, Nova Scotia (Although Halifax is preferred, staffing may also be located in New Brunswick - Moncton, Prince Edward Island, Charlottetown or Saint John’s, Newfoundland and Labrador. The pool may also be used to staff similar or identical positions within Public Services and Procurement Canada (PSPC), across Canada, with various tenures, linguistic profiles and security profiles.
During the current pandemic, employees are required to work remotely from home. Employees may return to the workplace in the future. Telework is a part of a flexible work arrangement that may be continued.

EDUCATION
Streams 1 and 2:
Graduation with a degree* from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.
Note: Candidates must always have a degree. The courses for the specialization must be acceptable and must have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

OCCUPATIONAL CERTIFICATION
Stream 1:
Current Professional Designation in good standing as an accredited appraiser by either the Appraisal Institute of Canada (AACI) or the Ordre des évaluateurs agréés du Québec (ÉA).
Stream 2:
Current Professional Designation in good standing as an accredited appraiser by either the Appraisal Institute of Canada (AACI designation) or the Ordre des évaluateurs agréés du Québec (ÉA designation) or an acceptable equivalent professional designation related to the municipal property assessment field such as MIMA, RIBC, AAMA, MAAS or AIMA.
EXPERIENCE
Stream 1:
At least four (4) years of recent* experience in commercial, industrial and/or institutional real property valuation.
Stream 2:
At least four (4) years of recent* experience in municipal property assessment (market value) of commercial, industrial and/or institutional buildings.
*Recent is defined as having occurred within the last five (5) years.
Streams 1 and 2:
Experience using Microsoft Office word processing and spreadsheet software.
KNOWLEDGE
Stream 1:
Knowledge of appraisal review/revision.
Stream 2:
Knowledge of real property/municipal assessment and taxation principles.
Streams 1 and 2:
Knowledge of real estate appraisal theory, practices and methodologies in real estate appraisal.
Knowledge of financial calculation techniques used to perform real property valuations.

Experience as a fee appraiser or as a property assessor working within an assessment service or division (municipal or provincial).
Experience in estimating the market value/market rent of land including large development sites, rural acreage parcels and special purpose sites.
Recent* experience in working with computerized discounted cash flow methods or programs.
Experience in testifying as an expert witness.
Experience in preparing and presenting appraisal reports either to clients or management or for other intended users.
Experience in budgeting, forecasting and analysis.
Experience negotiating municipal assessments and reviewing municipal records.
*Recent is defined as having occurred within the last five (5) years.
ASSET KNOWLEDGE
Streams 1 and 2:
Knowledge of real property mass appraisal techniques.
Stream 1 Only:
Knowledge of international professional valuation standards and international appraisal experience.

Stream 1:
Maintain in good standing the AACI accreditation from the Appraisal Institute of Canada or the ÉA accreditation from the Ordre des évaluateurs agréés du Québec.
Stream 2:
Maintain in good standing Accreditation by the Ordre des évaluateurs agréés du Québec (ÉA designation) or the Appraisal Institute of Canada (AACI designation) or an acceptable equivalent designation such as MIMA, RIBC, AAMA, MAAS or AIMA.

On October 6, 2021, the Government of Canada announced details of its plans to require vaccination across the federal public service.
As per the new Policy on COVID-19 Vaccination for the Core Public Administration Including the Royal Canadian Mounted Police, federal public servants in the Core Public Administration and members of the RCMP must attest to their vaccination status. The requirement for employees to be fully vaccinated applies whether they are teleworking, working remotely or working on-site. This is a condition of employment and it applies to indeterminate (permanent), determinate (term), casual, and student hiring. Should you reach the point in the selection process where it is necessary to verify terms and conditions of employment then the hiring manager or a human resources representative will contact you in order to complete an attestation.
