Assessment accommodation

This process will be used to staff a number of positions in two Bureaus within the Consular, Security, and Emergency Management Branch at Global Affairs Canada.

Duties

Standing Emergency Response Team - Emergency Response Officer position:
Successful candidates on this team will be responsible for providing HQ-based crises response services. These services will include the direct delivery of consular services to Canadians, permanent residents, and their family members who have been affected by large-scale crises abroad, such as natural disasters, transportation accidents, and conflict situations. Members of the standing emergency response team will be involved in the delivery of the full range of response and recovery activities.

Consular Case Management - Case Management Officer position:
Consular Case Management Officers are responsible for the delivery of individualized consular services to Canadian citizens in distress abroad. Consular services are offered in response to a wide range of emergency situations, including (not exhaustive list): kidnapping, sexual assault, arrest and detention, violent crime, mental health crises, and forced marriage. Case management officers work closely with diplomatic staff working in our diplomatic missions and with family members in Canada.

Intent of the process

Immediate Needs: The purpose of this process is to fill ten (10) positions.

Future needs: A pool of candidates may be established to fill similar positions within Global Affairs Canada. The tenures, language requirements and security clearance may vary depending on the positions to be filled.

EDUCATION:
• A post-secondary school diploma or degree from a recognized post-secondary institution, or an acceptable combination of education, training and/or experience.

Degree equivalency

EXPERIENCE:
• EX1: *Recent and **significant experience in delivering services to clients using a case management approach;
• EX2: Experience writing and developing briefing materials for senior management;
• EX3: Experience in liaising and collaborating with internal and external stakeholders.

* Recent experience is defined as being acquired within the past three years.
** Significant experience is defined as the depth and breadth or the experience normally associated with having performed a broad range of various, complex, and/or sensitive activities which are normally acquired over a period of 18 months.

ASSET QUALIFICATIONS:
• A1: Experience delivering case management services in a government context;
• A2: Experience delivering emergency management services (preparation, mitigation, response, recovery).

• Ability to obtain a Secret security clearance

INFORMATION ON SECOND LANGUAGE TESTING
In order to determine if you meet the required language profile, we will send an invitation to take the online reading and writing tests via the Public Service Resourcing System to all candidates who have indicated that they do not have valid second language test results. The invitation will be sent shortly after the closing of the poster and the candidates will have 14 days to take the 2 tests online.

Preference will be given to veterans first and then to Canadian citizens and permanent residents, with the exception of a job located in Nunavut, where Nunavut Inuit will be appointed first.
