Duties

The Technical Specialist, Regulatory Oversight reports to the Director of Programs and Evaluation in System Operations and manages how Indigenous Monitors are involved in the CER’s regulatory compliance verification activities. The Specialist;
• works with Indigenous organizations, advisory committees, and CER staff to establish and maintain the process for how Indigenous Monitors are involved in the CER’s compliance verification activities such as inspections;
• consults frequently with external contacts including Indigenous organisations, industry, government, and professional and technical associations, to stay abreast of current and emerging issues of interest to the CER;
• develops and maintains documents such as procedures, work instructions, and job aids;
• develops and delivers training materials;
• provides guidance and coaching related to conducting compliance verification activities;
• identifies, communicates and resolves issues related to compliance processes;
• supports or lead initiatives related to regulatory change, Indigenous monitoring for new construction, or verifying compliance based on organizational need;
• may work on several concurrent, complex projects at any given time, and regularly present findings to senior management or staff; and
• provides technical leadership to staff regarding technical issues facing the regulator, through:
• identifying potential issues or challenges;
• working collaboratively with Indigenous groups and CER’s regulatory partners, providing options and recommendations for consideration by the CER; and
• actively sharing expert knowledge within and between teams and business units, including coaching, mentoring, and network activities.

Education:
University Degree (relevant specializations may include but are not limited to; Indigenous studies, biological sciences, safety, engineering, political science, rural/urban/regional planning, social studies).

Degree equivalency

Experience:

E1 Experience carrying out regulatory compliance verification activities (e.g. inspections, audits, compliance checks) as demonstrated by approximately 3-5 years’ experience where a significant portion of job duties involved these activities. Experience must include coaching others on these activities.

E2 Experience working with Indigenous organizations and communities in the context of energy or resource development as demonstrated by work with an increasing level of involvement or importance over time. This experience could be demonstrated by an ongoing relationship with communities and leadership or through the production of co-developed materials.

E3 Experience briefing or advising senior leaders or management.

E4 Experience writing and improving processes, procedures or work instructions for work activities to support those performing the work.

Information on employment equity

As per the new CER Policy on COVID-19 Vaccination, all employees of the CER must attest to their vaccination status. The requirement for employees to be fully vaccinated applies whether they are teleworking, working remotely or working on-site. This is a condition of employment and it applies to indeterminate (permanent), determinate (term), casual and student hiring. Should you reach the point in the selection process where it is necessary to verify terms and conditions of employment then the hiring manager or a human resources representative will contact you in order to complete an attestation.

2. The CER has a classification system that differs from the greater public service. This NEB-11 position is similar to a PC-05 in terms of salary range only. The benefits offered, including relocation assistance, may be significantly different than those offered in the greater public service. This position is subject to CER’s Professional Institute of the Public Service of Canada Collective Agreement.

3. Salary: Effective 1 November 2021 NEB-11, $109,692 to $133,457 (subject to revision)
The CER has the following forms of additional compensation that are separate from base salary, the eligibility for which is determined, in accordance with the provisions in the collective agreement or terms and conditions of employment for the duration period specified:
• a Calgary Allowance in the amount of 4.95% of base salary may be paid on a bi-weekly payroll basis depending on work location
• annual performance pay which includes elements of individual performance (60% of payout) and corporate performance (40% of payout)
• annual market allowance which applies only to specified operational positions applies to this position; the allowance is paid in two semi-annualized payments.
