WHERE ARE THE WORK LOCATIONS?
During the Covid-19 pandemic response, the CRTC mostly works in a virtual environment, always within the borders of Canada. Although a variety of jobs could potentially be performed anywhere across Canada, many positions may require a physical presence in our offices in Gatineau (downtown location), Quebec post-pandemic.
Candidates must meet all of the essential qualifications to be appointed to a position. A candidate may be appointed to a position even though they do not meet any or all of the asset qualifications or operational requirements. However, meeting these criteria is desirable and may be a deciding factor in choosing the person to be appointed.

LEGAL SECTOR (LCD):
We provide legal services on a broad range of telecom and broadcasting issues. We’re a busy group that deals with everything from interpreting and implementing legislation, to advising CRTC staff and Commissioners about policy decisions, to questioning participants at CRTC public hearings and participating in litigation activities.
INTENT/RESULT OF THIS PROCESS:
This process will be used to staff the above-mentioned position.
PARTIALLY QUALIFIED POOL:
A pool of partially qualified candidates may be established for indeterminate, determinate and acting appointments, as well as for assignments, deployments and secondments to staff similar positions with various linguistic requirements.

OCCUPATIONAL CERTIFICATION:
Member in good standing in the Bar of one of the provinces or territories of Canada OR in the Order of Notaries in the Province of Quebec.
EXPERIENCE:
Experience providing legal advice in the area of regulatory law.
Note: Experience may include that gained while employed as an articling student, or as a clerk with the Supreme Court of Canada, the Federal Court of Canada, the Federal Court of Appeal, or a Court of Appeal or Superior Court of a province or territory of Canada.
EXPERIENCE (ASSET):
• Experience in telecommunication law.
• Experience in broadcasting law.
• Experience in law relating to compliance with and enforcement or regulatory obligations.
• Experience in constitutional law.
• Experience in competition law.
• Experience in administrative law.

COVER LETTER:
Candidates must submit a cover letter that clearly demonstrates how they meet each of the screening criteria (i.e. essential occupational certification and experience qualifications and any asset qualifications that apply). Candidates must use the occupational certification and experience factors as a header and write one or two paragraphs for each demonstrating how they meet that criterion. For the experience criteria, please note that it is NOT sufficient to only state that the qualification is met or to provide a listing of current or past responsibilities. The candidate must provide concrete examples to demonstrate that the qualification is met. In addition, the candidate is encouraged to describe in detail when, where and how they gained the experience. Resumes will be used ONLY as a secondary source to validate the experience described in the cover letter.
FAILURE TO PROVIDE AN APPROPRIATE COVER LETTER WILL RESULT IN THE REJECTION OF YOUR APPLICATION. CANDIDATES WILL NOT BE SOLICITED FOR INCOMPLETE OR POSSIBLE MISSING INFORMATION.
The ability to communicate effectively in writing will also be evaluated by means of your cover letter. Should you fail to meet the pass mark for this criterion through your cover letter, your application will not be considered futher.

LEAVE OR ABSENCES DURING THE SELECTION PROCESS:
It is the responsibility of the candidate to notify the Human Resources Advisor of any pre-approved leave throughout the duration of the selection process in order to facilitate scheduling of evaluations.
Candidates are advised that their interview will only be rescheduled under "exceptional circumstances", such as:
1. Medical reason with certificate
2. Pre-arranged travel with proof
3. Pre-scheduled training with proof
4. Pre-arranged exam/interview for another Government of Canada selection process with proof
5. Death in the family
6. Other exceptional reason deemed acceptable by the Selection Board (e.g. Jury Duty, etc.)

VOLUME MANAGEMENT:
Pass marks will be established for each qualification. However, achieving the pass mark is not a guarantee of an appointment or that candidates will be put through to the next stages of the assessment process. A cut-off score and top-down approach may be used at any step if there is a sufficient number of candidates to meet immediate and anticipated staffing needs.
Depending on the volume of applications received, any or all of the asset qualifications, operational requirements, and organizational needs may determine those to be given further consideration in the assessment process. Candidates may be contacted and assessed against these criteria at any time during the process.
