DUTIES
📢 Asset manager
In support of the regional manager, the Asset Manager manages the entire real estate portfolio and oversees the team of property managers responsible of services in property management and facility management contracts and agreements for management services, the planning for all repair project to maintain the integrity of the property over the long term, This includes negotiations with landlords for office rental leases and manage and administer them. This team assure the provision of quality assurance services and compliance with all applicable codes, laws, and regulations, including health and safety. This team assure the application and compliance with all codes, laws, and regulations in force, the provision of quality assurance services, emergency plans in the event of system failure or incidents. , proposing solutions and effective communication with clients.
📢 Senior Manager, Quality and Performance Monitoring
To support the Regional Manager, the Senior Manager, Quality and Performance Monitoring oversees the work of a team responsible for coordinating the quality monitoring activities for outsourcing contracts, aggregating results from monitoring activities as well as trends. This team analyzes conclusions of reports arising from audits; presented to the central administration as well as to the regional management, providing orientation to PSPC and other government departments aiming to assure findings are factual, evidence-based and that action proposed can be implemented. This team develops regional guidelines, newsletters in consultation with regional and national stakeholders.
📢 Senior Manager, Contract Management
To support the Regional Manager, the Senior Manager, Contract Management, oversees the work of a team responsible for supporting the regional sectors in the judicious use of outsourcing contracts, ensuring the implementation of the regional monitoring framework and maintaining an effective relationship with the service provider. Among other things, this team monitors the inventory and the adjustment of management fees to the contract, develops business cases for planned option exercises and analyzes and approves monthly and annual deliverables. This team develops regional guidelines, newsletters in consultation with regional and national stakeholders.
📢 Senior Regional Advisor
In support of the regional manager, the Senior Regional Advisor oversees the work of Portfolio and Project Managers who are responsible for analyzing office accommodation needs, managing client accommodation portfolios and approving/carrying out office accommodation projects for PSPC and other government departments. He ensures the delivery of a high level of client service by working closely with the Client Service Team Directors. The Senior Regional Advisor also ensures the quality control of all deliverables that are produced by its employees, manages their workload, and provides them with advice on the directives, standards, financial framework and governance that regulate the business line. He can be the regional accommodation management representative for the implementation of national initiatives such as the GCworkplace vision, the Greening of real estate activities, and new technologies that assure mobility and inclusivity for employees. The Senior Regional Advisor sets up and leads regional initiatives for the continuous improvement work methods and the organization of work
📢 Chief, Major Projects
In support of the regional manager, the major projects manager mobilizes a team for the planning and implementation of major projects. Its role is to consult, provide specific advice and mobilize the various internal and external stakeholders in order to plan, implement and coordinate the scheduling of major projects or of various projects integrated into a program of projects. By ensuring continuous management of issues, he develops a detailed project plan, he coordinates and directs the exchanges between the members of the internal and external teams in order to implement the development strategies established for the various projects. The major project manager organizes the different phases of the project, from the validation of options and the translation of user needs into functional and technical specifications, until the delivery of the project.

PSPC’s Real Property Branch (RPB) is responsible for providing office accommodation for federal government departments and agencies and for delivering the management services associated with this office space; it is also responsible for a full range of real property consulting services and specialized guidance in support of the programming of federal departments and agencies.
To this end, it manages a portfolio of buildings owned by the government, as well as of space leased by it.
RPB offers departments consulting services in many areas of real estate expertise, including asset acquisition and alienation, fit-up and space optimization, property management, leasing services and external contract management of various real property services.
In our region, these services are shared between two Centres of Expertise (CEs), one for Accommodation and Portfolio Management and the other for Professional and Technical Services.
The immediate intention of this selection process is to fill a full time permanent position in Québec city or Montréal. A pool of partially qualified candidates may be established through this process to staff identical or similar positions on a permanent or temporary basis within the Department of Public Services and Procurement Canada of Quebec Region. The pool could be used to staff positions with various linguistic and security requirements.

EDUCATION
Diploma with a degree from a recognized post-secondary institution in a field related to the position such as property management, public administration, business administration, business management, engineering and building technology, economics, finance or law OR an acceptable combination of education, training and experience in a field related to the duties of the position.
EXPERIENCE
Significant work experience* related to Real Estate, in at least three (3) of the following areas:
a) Production and presentation of investment analysis reports for complex projects (>5000m²);
b) Definition of clients’ needs in the promotion of new furnishing concepts and innovative ways of working;
c) Management of a real estate portfolio of at least 50,000 m2 of rental, commercial and government office space in terms of operations, maintenance and client services (owned or leased);
d) Portfolio management focused on planning long-term housing strategies for clients;
e) Identification of occupancy strategies in the field of Real Estate;
f) Supervision of employees for a cumulative period of 2 years or a continuous financial cycle or management of a multidisciplinary project team on complex projects;
g) Financial management, work plans and forecast monitoring;
h) Preparing and presenting briefing materials and/or providing strategic advice to management;
i) Management of outsourcing contracts;
j) Management of a quality system and/or continuous improvement.
* "Significant" experience means that the applicant must clearly demonstrate experience acquired in the field of office, government or institutional buildings, over a period of approximately five (5) years within the last seven (7) years.

COVID-19 VACCINATION POLICY
On October 6, 2021, the Government of Canada announced details of its plans to require vaccination across the federal public service.
As per the new Policy on COVID-19 Vaccination for the Core Public Administration Including the Royal Canadian Mounted Police, federal public servants in the Core Public Administration and members of the RCMP must attest to their vaccination status. The requirement for employees to be fully vaccinated applies whether they are teleworking, working remotely or working on-site. This is a condition of employment and it applies to indeterminate (permanent), determinate (term), casual, and student hiring.
