The Financial Consumer Agency of Canada (FCAC) is a separate agency established in 2001 to protect consumers by supervising federally regulated financial entities and strengthening the financial literacy of Canadians. Today’s financial marketplace is complex, global and constantly in flux. Likewise, FCAC must be innovative and agile to remain a trusted authority in financial consumer protection. We are looking for someone who can play a leadership role in helping elevate FCAC’s policy voice and impact, with a particular focus on open banking, payments, fintechs, and the digitalization of finance in general.
The Director, Program and Policy Innovation provides leadership and oversight to the development, integration, and implementation of FCAC’s strategic policy research, analysis, and data-driven policy innovation functions, as well as to the development and implementation of innovative programs and partnerships to strengthen financial literacy of Canadians and to advance financial consumer protection. As a key member of the Research, Policy and Education branch executive team, the Director will lead the development of major policy frameworks, establish and enhance the policy research and data analytics agenda and capability, lead the provision of strategic policy advice and recommendations as well as develop strategic partnerships and innovative programs to support our mandate.

EDUCATION
A degree from a recognized post-secondary institution in a subject/specialization relevant to the position or an acceptable combination of education, training and experience.
EXPERIENCE
Significant (2*) experience leading policy development, analysis and evaluation relating to complex regulatory, supervisory, social, or economic policies and programs
Recent (1*) and significant (2*) experience planning and directing the conduct of research in a field relevant to the position (e.g., policy research, economic research, social research, legal research, financial sector policy analysis, statistical analysis, etc.)
Significant (2*) experience providing advice to senior management on complex issues
Significant (2*) experience managing financial and human resources
Experience developing and maintaining effective senior-level relationships with various external stakeholders (3*)

(1*) Recent is defined as experience acquired over the past 3 years.
(2*) Significant experience is defined as the depth and breadth of the experience normally associated with having performed a broad range of complex related activities.

PhD in a field relevant to the position
EXPERIENCE
Experience with evidence-based policy development
Experience with data gathering and analysis methods, principles, and practices and across a range of issues, and professional practices and standards for the compilation of research, reporting and presentation of research findings
Experience developing, managing, and evaluating programs and initiatives
Experience in policy development related to the digitalization of finance, open banking, and payments systems
Bilingual - Imperative (CBC/CBC)
