Duties

Technological Solutions Branch.

Stream 1, 2 and 3: This branch is responsible for the IT infrastructure and cybersecurity of the employees and the organization, as well as providing user support. It includes all elements of technology hardware and systems upgrades and technical support to users, as well as infrastructure project management. It also handles Microsoft 365 governance, change and new product release management, IT service and maintenance.

Digital Solutions Branch

Stream 4: This branch manages application development and business intelligence projects, including development in the Microsoft Power Platform and support for corporate applications. Collaboration with various clients (operations, finance, ...) is regular and essential to fulfill the mandate.

Work environment

CED is a small, agile organization within the federal government (less than 500 employees). Our head office is based in downtown Montreal, our offices are new and collaborative. Intent of the process

A pool of pre-qualified or fully qualified candidates may be created to staff similar or identical positions with various tenure, various linguistic profiles and security requirements within CED.

We have several permanent and temporary positions to fill, in the short and medium term:

- Project Management;
- IT Infrastructure Ops;
- Cyber Security;
- Digital Solutions.

EDUCATIONS:
- Graduation from a two-year program of study from a recognized post-secondary institution with acceptable specialization in computer science, information technology, information management or another specialty relevant to the position to be staffed.

OR the following alternative:
- An acceptable combination of education, training and/or experience (will be evaluated on a case-by-case basis).

(Indeterminate incumbents in the CS group (on May 10, 1999) or in the IT group (on December 9, 2021) who do not possess the education prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the IT group).

Degree equivalency

EXPERIENCES
Stream 1 : Project Management
- Experience in the development or deployment of technological solutions requiring the collaboration of multiple partners (for instance: users, IT stakeholders, external service providers, etc.).

Stream 2: IT Infrastructure Ops
- Significant** experience in systems administration and maintenance (e.g. Windows operating systems, Active Directory, software, storage servers and terminals in a network environment).

Stream 3: Cyber Security
- Recent* and significant** experience in researching, assessing, analyzing, or implementing cyber security controls or practices.

Stream 4: Digital Solutions
- Significant** experience in the analysis, development, or implementation of digital solutions such as: software, application, website, BI or CRM.

* A "recent experience" has generally been acquired over the last three years.

** Significant experience is defined as in-depth and varied experience gained by performing various complex activities for approximately six (6) months.

ASSET QUALIFICATION - FOR ALL STREAM
Depending on the position being staffed, one or some of the qualifications below may be considered as essential for the job. This doesn't mean that you must possess all qualifications, but these criteria may be a deciding factor in choosing the persons to be appointed.

EDUCATION:
- A degree from a recognized post-secondary institution in software engineering, computer science, information technology or other computer-related field.

KNOWLEDGE:
- Knowledge of Microsoft 365 solutions, applications, and product and service trends;
- Knowledge of Security Operation Centre (SOC);
- Knowledge of security standards (NIST 800, ISO 27001, PCI-DSS, etc.);
- Knowledge of cloud infrastructures (Azure, AWS, etc.);
- Knowledge of basic project or initiative management principles.

ABILITY:
- Strong ability to write and maintain technical documentation.

EXPERIENCES:
- Experience deploying and configuring Microsoft 365 applications (Teams, SharePoint, OneDrive, Streams, etc.);
- Significant* experience in digital data manipulation: R, SQL, FetchXML, ETL tools (SSIS, Azure Data Factory or others);
- Significant* experience in Web Service integration (REST or SOAP);
- Significant* experience in analysis and development (Javascript, C#, Microsoft Power Fx);
- Significant* experience in BI analysis and development (Microsoft Power BI, Azure Data Lake);
- Significant* experience with Microsoft Power Apps (Canvas or Model-driven) or Power Portals;
- Significant* experience in Microsoft Power Automate or Azure Logic Apps analysis and development;
- Experience in PCF development in Power Apps Component Framework;
- Experience in Pipeline automation for the purpose of automating a DevOps process.

* "Significant experience" is defined as extensive and varied experience performing various complex activities for approximately six (6) months.
