On October 6, 2021, the Government of Canada announced details of its plans to require vaccination across the federal public service.
As per the new Policy on COVID-19 Vaccination for the Core Public Administration Including the Royal Canadian Mounted Police, federal public servants in the Core Public Administration and members of the RCMP must attest to their vaccination status. The requirement for employees to be fully vaccinated applies whether they are teleworking, working remotely or working on-site. Fisheries and Oceans Canada’s (DFO) Ontario and Prairie Region, Aquatic Ecosystems Branch, Sea Lamprey Control Division is seeking to recruit enthusiastic people to join its team as Sea Lamprey Control Program Technicians (EG-03) dedicated to the delivery of its policy, program and regulatory responsibilities under the Fisheries and Great Lakes Fisheries Convention Acts.
Sea Lamprey Technicians are primarily involved with delivery of field services, capturing information supporting science and regulatory needs, maintaining and overseeing the construction of infrastructure like barriers and in providing excellent service delivery.

Fisheries and Oceans Canada is responsible for policies and programs in support of Canada's economic, ecological and scientific interests in oceans and inland waters; for the conservation and sustainable utilization of Canada's fisheries resources in marine and inland waters; for leading and facilitating federal policies and programs on oceans; and for safe, effective and environmentally sound marine services responsive to the needs of Canadians in a global economy.
To deliver their duties, Sea Lamprey Control Technicians will travel to locations around all of the Great Lakes in Canada and the USA. This exciting opportunity lets one work at a diversity of field locations from urban to remote and for extended periods of time (approximately 3 weeks on average) throughout the period March to November of each year.
A pool of qualified candidates will be established and used to staff EG-03 Sea Lamprey Control Program Technician positions on an indeterminate or temporary basis (term, acting, assignment, or secondment) in Sault Ste. Marie, ON. The pool may also be used to staff similar positions in Fisheries and Oceans Canada’s Ontario & Prairie Region or Arctic Region.

Successful completion of secondary school or employer-approved alternatives*

• An acceptable combination of education, training and/or experience, or
• A satisfactory score on the Public Service Commission test approved as an alternative to a secondary school diploma.
Experience implementing standardized protocols (scientific or technical) including safety protocols.
Experience working in a computerized environment using applications such as word processing or spreadsheets.
Successful completion of a recognized post-secondary program in a field relevant to the duties of this position (e.g. aquatic ecology, fisheries management, engineering technology).
Small Vessel Operator Proficiency Training or Equivalent
Marine Emergency Duty Training – A1 or A3 Level
Marine Radio Operators Certificate
Valid Transportation of Dangerous Goods Certification
Valid WHMIS Certification
Valid Ontario Ministry of Environment and Climate Change Water Class 3 Exterminator Licence
Ontario Class DZ driver’s license or equivalent
Experience working in a position related to management of aquatic natural resources.
Experience working at construction sites
Experience operating a wide range of outdoor equipment, including boats, outboard motors, ATV’s, chainsaws and brushers
Experience in towing and manoeuvring trailers.
Experience inspecting and maintaining aquatic structures like dams
Experience at surveying land features.
Knowledge of freshwater fishes in the Great Lakes including invasive species and species at risk.
Ability to read engineering and construction drawings and technical specifications.
Ability to create visual products using GIS software.

• Reliability status security clearance
• Must satisfy medical requirements, including ECG, with no limitations.
• Valid driver’s licence (Ontario class G or equivalent).
• Obtain any or all of the following: Ontario Class DZ driver’s; Small Vessel Operator Certificate; Marine Radio Operator Certificate; Forklift license depending on operational requirements.
• Transport dangerous goods using a variety of vehicles and vessels.
• Travel, often for periods of up to 20 but possibly up to 27 consecutive days with accommodations in motels.
• Travel to remote locations via truck, aircraft, boat, or other means with occasional overnight stays in tents.
• Conduct strenuous work out-of-doors under varying climatic conditions, sometimes in remote locations.
• Lift and carry, often over uneven ground, supplies and equipment weighing up to 23 kg.
• Work shift-work and overtime as required by operational needs.
• Travel within Canada and the United States, for extended periods.
• Candidate must obtain and maintain:
o a valid certificate for the transportation of dangerous goods,
o a valid certificate for workplace hazards and material information system,
o An Ontario Ministry of Environment Water Class 3 Exterminator Licence within 24 months of being appointed.
• All employees of the core public administration are required to be fully vaccinated against COVID-19 and attest to their vaccination status unless accommodated based on a medical contraindication, religion, or another prohibited ground for discrimination as defined under the Canadian Human Rights Act.
