Stream 1: Operations Manager
• Provision of professional and technical services, and strategic advice relating to planning, design, construction, conservation, the environment, health and safety services, or the maintenance of engineering assets or systems, structures, equipment or construction processes, and development and application of codes, standards and related policies in support of the CSA’s real property operations.
Stream 2: Senior Strategic Planner, Real Property Program
• Strategic and financial management of the real estate portfolio and environmental performance of the Canadian Space Agency (the Agency), including planning, managing and assessing investments, real estate projects, the asset life cycle and the disposition of all real property; and coordinating the greening initiatives of departmental operations to support programs mandated by the Agency in a sustainable and responsible way.
• Provision of integration services and recommendations on the technical aspects, risks, performance, timelines and costs of projects carried out, and participation in organizational activities.
Stream 3: Engineer, Project Managament (Major infrastucture)
• Ensure the management of major projects to rehabilitate the aging infrastructure of CSA facilities as well as other potential large-scale projects in close collaboration with the strategic planning and real estate operations teams, as well as those of procurement, finance, project governance, green government, security, our federal partners (Public Services and Procurement Canada, Natural Resources Canada, Shared Services Canada…) and architectural and engineering services firms and other contractors.
The Canadian Space Agency's Real Property team is proud to manage high quality facilities, both its headquarters in Saint-Hubert, the John H. Chapman Space Center, and at Canada's world-class spacecraft assembly, integration and testing centre, the David Florida Laboratory (DFL) in Ottawa. The team is committed and engaged to maintain and improve our facilities which require new investments to optimize and extend their long-term utility in support of our organization's exciting mandate: to advance knowledge about space for the benefit of Canadians and humanity!
We are at an exciting juncture in the life cycle of our facilities, which presents its share of challenges, but also unique opportunities to meet our GHG emissions reduction and climate resilience targets.

The intent of this process is to create a pool of qualified or partially qualified candidates to staff the following positions:

ESSENTIAL QUALIFICATIONS - EDUCATION:
A bachelor’s degree from a recognized university in an engineering specialty relevant to the duties of the position such as, but not limited to civil engineering, electrical engineering, architecture etc.
Or
Eligibility for certification as a professional engineer in Canada with specialization in an engineer specialty relevant to the position.
ESSENTIAL QUALIFICATIONS - EXPERIENCE:
EXP1: Extensive* and recent** engineering-related work experience with at least one year in one of the following fields:
Stream 1: Operations Manager
• Operations and maintenance management of commercial or government infrastructure
Stream 2: Senior Strategic Planner, Real Property Program
• Strategic planning of commercial or governmental real property asset lifecycles
Stream 3: Engineer, Project Managament
• Project management in infrastructure projects including controlling project scope, budget (minimum of $1,000,000), time, risk and quality
EXP2: Significant*** and recent** experience preparing proposals, work plans, financial reports, budget estimates and progress reports.
EXP3: Recent** experience**** negotiating or collaborating with various stakeholders in an operational facility implementing an infrastructure project.
* Extensive experience is defined as depth and breadth of experience normally associated with the performance of those duties on a regular basis for a period of approximately four (4) years or more. However, a shorter duration may be considered based on demonstrated complexity and diversity of work handled, scope of work, and/or level of direct responsibility for a wide variety of complex files and/or projects.
** Recent is defined as experience acquired within the last ten (10) years.
*** Significant experience is defined as depth and breadth of experience normally associated with the performance of those duties on a regular basis for a period of approximately two (2) years or more. ASSET QUALIFICATIONS - EXPERIENCES*:
AEXP1: Experience procuring and evaluating engineering and architectural construction contracts.
AEXP2: Experience managing human resources (is defined as having performed duties such as assignment of work, leave approval and performance assessment for a minimum of two (2) employees).
AEXP3: Experience in managing a greening program for organizational operations.
AEXP4: Experience representing an organization on internal or external committees, working groups, or at official meetings with senior level decision makers.
AEXP5: Experience performing quality assurance reviews of infrastructure designs, reports, drawings, and specifications.
AEXP6: Experience working with an engineering and architectural design software.
AEXP7: Experience developing Terms of Reference for construction consultant teams and conducting consultant design assessments.
AEXP8: Experience in the implementation of federal, provincial, or municipal infrastructure projects.
AEXP10: Experience resolving engineering problems related to design or construction challenges.
*Asset experience refers to the depth and breadth of experience associated with the performance of a broad range of related activities which were primarily the candidate's responsibility. It will be assessed on the basis of the scope, complexity and the diversity of the work performed as well as the autonomy required of the candidate to perform the activities. This level of experience is normally achieved through the performance of relevant duties on a regular and continuous basis for a period of at least twelve (12) months.

OPERATIONAL REQUIREMENTS:
Willing and able to work overtime, often on short notice;
Willing and able to work outside in various weather conditions;
Willing and able to provide standby service 24/7 on a rotational basis;
Willing and able to work at elevations of up to 200 feet;
Willing and able to travel within Canada when necessary;
Must be willing and able to travel to work sites as required.
Secret security clearance - Note: Those selected must meet this condition on appointment and maintain it throughout their tenure in the position.
