WHERE ARE THE WORK LOCATIONS?

During the Covid-19 pandemic response, the CRTC mostly works in a virtual environment, always within the borders of Canada. Although a variety of jobs could potentially be performed anywhere across Canada, many positions may require a physical presence in our offices in Gatineau (downtown location), Quebec post-pandemic.

Candidates must meet all of the essential qualifications to be appointed to a position. A candidate may be appointed to a position even though they do not meet any or all of the asset qualifications or operational requirements. However, meeting these criteria is desirable and may be a deciding factor in choosing the person to be appointed.

CONSUMER, RESEARCH AND COMMUNICATIONS (CRC):

This sector provides advice and support through policy development, planning and research, and partnership building. It provides the communications industry with economic and financial analysis and advice, as well as designing, managing and conducting industry surveys of the telecommunications and broadcasting markets and industries. Transactions related to the ownership of broadcasting and telecommunications companies are reviewed. It also provides technical analysis and advice related to broadcasting policies and applications. In addition, it ensures that the needs and issues of consumers—including those with disabilities—are at the heart of the Commission’s work. CRC also oversees and advises on the implementation of communications activities for the Commission including internal communications for employees, strategic communications, parliamentary affairs, media relations, client services, creative services, web services, outreach, social media, advertising and public opinion research.

Intent of the process

INTENT/RESULT OF THIS PROCESS:

This process will be used to staff the above-mentioned position.

PARTIALLY QUALIFIED POOL:

A pool of partially qualified candidates may be established for indeterminate, determinate and acting appointments, as well as for assignments, deployments and secondments to staff similar positions with various linguistic or security requirements or profiles.

NON-IMPERATIVE APPOINTMENTS MAY BE CONSIDERED:

The position to be staffed is bilingual imperative BBB/BBB. However, bilingual non-imperative appointments may be considered if we are unable to staff the position with a qualified candidate who meets the BBB/BBB language proficiency.

EDUCATION:

Graduation with a degree from a recognized post-secondary institution with acceptable specialization in accounting, business administration, commerce, finance or some other specialty relevant to the position.

Degree equivalency

OCCUPATIONAL CERTIFICATION:

A valid recognized professional accounting designation OR eligibility for a recognized professional accounting designation. The recognized professional accounting designations are CPA, CA, CMA or CGA.

EXPERIENCE:

• Recent* experience reviewing AND conducting audits or compliance reviews of corporations’ financial information.
• Significant** experience presenting audit findings or reviews AND providing recommendations to senior management.***

*Recent experience is defined as within the last five (5) years.

**Significant experience is understood to mean the depth and breadth of the experience associated with having performed a broad range of activities related to this task, which is normally acquired over the course of two (2) years.

***Senior Management is defined as director level and above.

If you possess any of the following, your application must also clearly explain how you meet it (other qualifications)

EXPERIENCE (ASSET):

• Experience in data collection, including design of financial questionnaires, definition of variables and analysis of the data collected.
• Experience in coordinating a project, leading a project team OR supervising staff
• Experience in the communications industry.
• Recent* and significant** experience in analyzing AND interpreting legislation, regulations or policies.
• Experience in developing audit programs, methodologies or strategies
• Recent* experience in building effective working relationships with various internal OR external stakeholders.

VOLUME MANAGEMENT:

Pass marks will be established for each qualifications. A cut-off score may be used and top-down approach may be used at any step if there is a sufficient number of candidates to meet immediate and anticipated staffing needs. A random and/or top down selection of candidates may be used in the determination of those to be given further consideration in the assessment process.
