Assessments may be conducted in any order and at any phase of the process:
• A variety of evaluation tools, methods and assessment timelines may be used throughout the process, including, but not limited to, standardized tests (ex: EPSI), exams, interviews, reviews of past performance and accomplishments, references, etc.:
• If you are successful in a pool, references may be contacted informally;
• Your first official language (English or French - the official language in which you are generally more proficient) will be assessed.
When providing your references, please include the following:
1) Recent supervisor/manager;
2) Previous supervisor/manager;
3) Recent client or colleague.
• You must include their full name, title, e-mail address, and phone number.
• Note that you must have directly reported to the first two references for a minimum of 6 months.
We may also request the following information in any order, at any phase of the process:
• Security clearance Information, if applicable;
• Proof of education, including Canadian equivalency;
• Second Language Evaluation (SLE) results, if applicable.
All of the information collected during the selection process, including behaviour and communication, from the time of application until the end of the process, may be used to evaluate candidates.
Foreign Education Credentials: Candidates with foreign education credentials are required to provide proof of Canadian equivalency. If you have been educated outside of Canada, it is your responsibility to have your certificates and/or diplomas assessed against Canadian educational standards. Candidates must be prepared to submit electronic proof of a Canadian equivalent education at the time of application. The intent of this process is to staff 1 position within the Investment, Partnership and Innovation Branch at Infrastructure Canada.
In addition, a pool of qualified candidates MAY be created and MAY be used to fill similar positions (Bilingual Imperative CBC/CBC) with various tenures and/or security requirements, within all federal organizations listed in Appendices I, IV and V of the Financial Administration Act.

EDUCATION
ED1: Graduation with a degree from a recognized post-secondary institution.
EXPERIENCE
EX1: Experience establishing and maintaining strategic partnerships with multiple stakeholders, including at least three of the following: federal organizations, central agencies, provincial/territorial governments, Indigenous organizations, academic organizations, private sector; non-profit/philanthropic organizations.
EX2: Experience in managing human and financial resources***.
EX3: Significant* experience leading and delivering the development of public policy or government strategy on complex** issues and key priorities.
EX4: Experience in leading Memoranda to Cabinet, Budget proposals, Treasury Board Submissions or equivalency****.
*Significant experience is defined as having the depth and breadth of the experience normally associated with having performed a broad range of various, complex related activities which would have been acquired at the executive level over a period of 2 or more years.
**Complex issues are issues that have at least three of the following characteristics: politically sensitive, multidimensional, confidential, affecting many partners or stakeholders, precedent setting, having a major impact on the program delivery for the public service or having a potential for significant media coverage.
***Resources management: Applicants must clearly demonstrate that they have managed staff, assigned work, managed and assessed performance, implemented training and staffing plans. Applicants must also indicate the number of employees they supervised directly. For financial resource management, this experience is defined as responsible for financial planning or forecasting or reporting. Applicants must also indicate the size of the budget they managed directly.
****The equivalency may include similar submissions to municipal bodies (city council), Treasury board or cabinet committees of provinces or territories, boards of directors of crown corporations or private entities.
Bilingual - Imperative (CBC/CBC)
