WORK LOCATIONS
Innovation, Information and Technology Branch (IITB) is a national organization, with a wide variety of work that can be performed regardless of geographic location. IITB's Hub locations outside of the National Capital Region are located in: St-John's, Dartmouth, Charlottetown, Bathurst, Fredericton, Miramichi, Moncton, Boucherville, Jonquière, Laval, Montréal, Shawinigan, Belleville, Chatham, Cornwall, London, Toronto, Mississauga, Windsor, Vaughan, Winnipeg, Regina, Edmonton, Calgary and Vancouver. Part-time or full-time telework and virtual work arrangements are available but are subject to management approval. Furthermore, some positions may require working from an IITB office.

The Policy on COVID-19 Vaccination for the Core Public Administration (CPA) Including the Royal Canadian Mounted Police will be suspended as of June 20, 2022. Federal employees of the CPA will no longer be required to be vaccinated as a condition of employment. This follows a review of the current public health situation, notably the evolution of the virus and vaccination rates in Canada.

NOTE: As a result of the COVID-19 pandemic, most IITB employees are teleworking for the foreseeable future. These temporary work arrangements are determined on a case by-case basis dependent on operational requirements of the position at the time of hiring. EDUCATION
Graduation from a two-year program of study from a recognized post-secondary institution with acceptable specialization in computer science, information technology, information management or another specialty relevant to the position to be staffed.

Note:
1) Indeterminate incumbents in the IT group on December 9, 2021 who do not possess the education prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the IT group.
2) Indeterminate incumbents of positions in the CS group on May 10, 1999, who do not possess the education prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the IT group.
3) At the manager’s discretion, an acceptable combination of education, training and/or experience may serve as an alternative to the minimum education stated above. Whenever the minimum education is met using this alternative, it is met for the specific position only and must be re-assessed for other positions for which this alternative has been specified by the manager.

STREAM 1: IT Technical Advisor
EX1- Recent* and significant** experience in providing technical advice related to IM/IT complex** issues to management and/or stakeholders.

EX2 - Recent* and significant** experience in the design, development, testing and support of at least 2 complex*** IM/IT solutions.

STREAM 2: IT Team Lead
EX3 - Recent* and significant** experience in supporting or implementing IM / IT solutions or initiatives or services.

EX4 - Recent* and significant** experience in contributing to at least two (2) IM/IT projects or activities with multi-disciplinary teams.

Recent* experience is defined as experience acquired within the last five (5) years.

Significant** experience is defined as the depth and breadth of experience normally associated with the performance of the duties for a minimum of two (2) years combined programming experience.

Assessment

A variety of assessment tools may be used in the assessment of candidates, such as: written test, practical test, situational exercise, oral interview, simulation, presentation, role play, work samples, performance appraisals, reference checks, and/or assessment board member personal/direct knowledge of candidates’ qualifications. Some assessment tools may be administered electronically, others, in-person.

Please note that asset qualifications, obtained results, top-down and/or random selection may be used to identify which applications will be given further consideration.

Candidates must meet the essential qualifications to be appointed to a position. The essential qualifications that are listed in the statement of merit criteria are mandatory. Applicants may be appointed to the position even though he/she does not meet any or all of the asset qualifications. However, meeting these criteria is desirable and may be a deciding factor in choosing the person to be appointed.

Pass marks will be established for each qualification. However, achieving the pass mark is not a guarantee of an appointment or that candidates will be put through the next stages of the assessment process.
