A pool of partially or fully qualified candidates may be established to fill similar or identical positions whose profile and/or language requirements (French essential, English essential, BBB/BBB, CBC/CBC), duration (term or indeterminate) and/or security rating (reliability or secret) may vary. The pool will be used to staff positions within Indigenous Services Canada and Crown-Indigenous Relations and Northern Affairs Canada.

EDUCATION - STREAMS 1 & 2
ED1.Graduation with a degree from a recognized post-secondary institution.
Notes:
1.Based on their education, training and/or experience, indeterminate incumbents of positions in the IS classification are deemed to meet the minimum education standard whenever a bachelor’s degree without specialization is called for in a position classified as IS.
2.At the manager’s discretion, an acceptable combination of education, training and/or experience may serve as an alternative to the minimum education standard.
EXPERIENCE:
STREAMS 1 & 2 (IS-04 and IS-05)
EX1. Recent experience* in researching, writing and editing a range of communications materials targeted at a various audience (e.g. new releases, fact sheets, reports, strategies, briefing documents, feature articles, promotional material, web and/or social media, speeches).
EX2. Recent experience* in providing strategic advice to colleagues, clients and senior management** in the field of communications.
EX3. Recent experience* in leading or coordinating communications plans or initiatives that include multiple tactics.
STREAM 2 (IS-05)
EX4.Significant experience*** in developing and implementing communications strategies or activities, with internal and external partners****, in support of major initiatives;
EX5.Significant experience*** in providing communications advice to senior management** and various external partners**** in one of the following areas: strategic communications, issues management, ministerial liaison, social media, media relations, web and social media, corporate communications, marketing and advertising and public opinion research or consultations.
Definitions:
*Recent experience is defined as experience acquired within the past three (3) years.
**Senior management: Director and levels above (or equivalent).
***Significant experience is defined as the depth and breadth of experience normally associated with the performance of the duties for a period of at least five (5) years.
****External partners may include other federal departments, provincial, territorial or Indigenous governments, stakeholders or other external organizations or institutions.

INFORMATION ON THE EVALUATION
You must meet all the essential qualifications to be appointed to the position. Other qualifications may be a deciding factor in choosing the person to be appointed.
Various assessment tools may be used, such as standardized tests, interviews, reference checks, knowledge of the selection board, etc.
Depending on the number of applicants, volume management strategies may be used, such as random selection, application of asset qualifications, top-down approach and/or scoring, to determine who will continue in the process in order to manage applications. Please note that even if you attain the established pass mark on any of the evaluations used in this process, management may decide to use a higher score.
Preference will be given to veterans first and then to Canadian citizens and permanent residents, with the exception of a job located in Nunavut, where Nunavut Inuit will be appointed first.
