Intent of the process

This process will establish a pool of qualified candidates that may be used to staff similar positions with various tenures within PSPC (indeterminate, term, acting, assignment, or secondment).

VERY IMPORTANT NOTE:
In addition to a resume, you must answer all screening questions. In your responses, it is not sufficient to only state that the requirement is met or to provide a listing of current responsibilities. Please describe in detail using concrete examples, how you meet the required criteria.

Education:
- Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.

Note: Candidates must always have a degree. The courses for the specialization in economics, sociology or statistics do not necessarily have to have been obtained within the degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education of a minimum of 3 courses in economics, sociology or statistics and one year of directly related experience and/or training.

Degree equivalency

Experience:
- Recent* and significant** experience gathering and analyzing information, and making recommendations based on your analysis to clients or management
- Recent* and significant** experience conducting investment or cost-benefit analysis
- Recent* and significant** experience in conducting discounted cash flow analysis
- Recent* and significant** experience preparing reports and presentations for clients or management
- Recent* experience utilizing Microsoft software including Excel, Word and PowerPoint

* Recent experience is defined as having performed the duties within the last five years.
**Significant experience is considered to be a variety of complex activities within real property and will be evaluated in regard to the breadth and depth, amount, complexity and diversity of work handled.

ASSET QUALIFICATIONS:
- Certification(s)/Designation(s) related to real property.

- Experience leading the development and monitoring of investment strategies or portfolio plans or project proposals related to real property.
- Experience in interpreting policies and frameworks.
- Experience in budgeting and forecasting.
- Experience in conducting risk analysis.
- Experience preparing business cases, feasibility studies, options analysis or asset management plans.

Conditions of employment

Consideration of the depth and breadth of any of the qualifications may be a determining factor in the appointment process.
Experience will be evaluated against depth and breadth of activities, and the complexity and diversity of the activities. Top down consideration of experience may be used.

Candidates must meet the essential qualifications to be appointed to a position. Candidates may be required to meet the asset qualifications or the organizational needs, depending on the requirements of the specific position being staffed.

A random or top down selection of candidates may be used in the determination of those to be given further consideration in the assessment process. Top-down consideration of scores at any stage of this process may be used to determine the number of qualified candidates who will be considered further in the process.

Indeterminate employees at the same group and level or equivalent may be considered for deployment. If no deployment is made, applicants from other groups and levels will be considered in the advertised appointment process.
Public service employees found qualified in this process may be considered for acting, assignment, deployment or secondment.

On October 6, 2021, the Government of Canada announced details of its plans to require vaccination across the federal public service.

As per the new Policy on COVID-19 Vaccination for the Core Public Administration Including the Royal Canadian Mounted Police, federal public servants in the Core Public Administration and members of the RCMP must attest to their vaccination status. The requirement for employees to be fully vaccinated applies whether they are teleworking, working remotely or working on-site. This is a condition of employment and it applies to indeterminate (permanent), determinate (term), casual, and student hiring. Should you reach the point in the selection process where it is necessary to verify terms and conditions of employment then the hiring manager or a human resources representative will contact you in order to complete an attestation.

Preference

Preference will be given to veterans first and then to Canadian citizens and permanent residents, with the exception of a job located in Nunavut, where Nunavut Inuit will be appointed first.
