Intent of the process

The initial intent of this process is to offer two (2) indeterminate appointments.

A pool of qualified persons resulting from this process MAY be created and MAY be used to fill similar positions with linguistic profiles (English essential, bilingual imperative BBB/BBB, bilingual imperative CBC/CBC, bilingual non imperative BBB/BBB, bilingual non imperative CBC/CBC) as well as tenures (indeterminate, deployment, acting, assignment, secondment, specified period) which may vary according to the position being staffed.

EDUCATION:
- Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics and a specialization in psychology.

Degree equivalency

EXPERIENCE:
- Significant* experience leading and conducting qualitative and quantitative data synthesis and analysis;
- Experience leading the development, application and analysis of behavioural insights in academia, government (municipal, provincial/territorial or federal) or in private sector setting.
- Experience in successfully preparing briefing materials intended for management** or preparing reports or presentations for the purpose of providing information to an audience.

Definitions:
* Significant experience is defined as experience associated with having performed a broad range of related activities which could normally be acquired over a one (1) year period.
**Management defined as Director level and above

ORGANIZATIONAL NEEDS :

Conditions of employment

Secret security clearance - A valid secret security clearance is a condition of employment required for an appointment at the Treasury Board Secretariat (TBS). Failure to obtain this security clearance means either the candidate will not receive a job offer or the conditional offer will be rendered null and void. A thorough security clearance process will be applied to all candidates considered for an appointment; this process includes inquiries, verifications and assessments regarding matters such as, but not limited to:

• criminal record checks
• length of time living in Canada
• reference checks
• previous employment
• open source checks
• credit/financial status

Individuals must have lived in Canada for a sufficient period of time to enable appropriate inquiries, verifications and assessments to be conducted. For a secret security clearance, the verification of background information over a period of 10 years is typically required. Many of the verifications require support from third parties whose timelines are outside of TBS’s control. Overall, the process may take several weeks or months to complete. On October 6, 2021, the Government of Canada announced details of its plans to require vaccination across the federal public service.

As per the new Policy on COVID-19 Vaccination for the Core Public Administration Including the Royal Canadian Mounted Police, federal public servants in the Core Public Administration and members of the RCMP must attest to their vaccination status. The requirement for employees to be fully vaccinated applies whether they are teleworking, working remotely or working on-site. This is a condition of employment and it applies to indeterminate (permanent), determinate (term), casual, and student hiring. Should you reach the point in the selection process where it is necessary to verify terms and conditions of employment then the hiring manager or a human resources representative will contact you in order to complete an attestation.

All employees of the core public administration are required to be fully vaccinated against COVID-19 and attest to their vaccination status unless accommodated based on a medical contraindication, religion, or another prohibited ground for discrimination as defined under the Canadian Human Rights Act.
