On October 6, 2021, the Government of Canada announced details of its plans to require vaccination across the federal public service. As per the new Policy on COVID-19 Vaccination for the Core Public Administration Including the Royal Canadian Mounted Police, federal public servants in the Core Public Administration and members of the RCMP must attest to their vaccination status. Intent of the process

Preference will be given to qualified persons who are of Indigenous (1) heritage. We encourage applicants to self-identify.

The intent of this process is to staff up to 3 indeterminate EX-03 position.

A pool of partially qualified candidates will be established and used to staff similar EX-03 positions within NRCan.

Language requirements for EX-03 positions are Bilingual or Bilingual Non-imperative; A bilingual profile requires that occupants are able to work both in English AND in French (Reading, Writing and Oral proficiency). We can only accept second language proficiency assessments offered by the Public Service Commission. A bilingual non-imperative agreement may be reached, pending approvals, when candidates do not fully meet the bilingual proficiency level at the time of appointment. The successful incumbent must commit to obtain the required language profile through language.

Graduation with a degree from a recognized post-secondary institution

Degree equivalency

Significant* experience in providing strategic advice, making recommendations and briefing senior management, (For example: Ministers and Deputy Ministers, and Corporate Board, Indigenous groups and communities)

Significant experience collaborating, building relationships, negotiating and maintaining networks with partners and stakeholders (other government departments and agencies, other levels of government, Indigenous and First Nations communities, organizations and governments, private sector organizations, and non-government organizations)

Experience managing human** and financial resources.

*Significant experience is understood to mean the depth and breadth of the experience associated with having performed a broad range of various, complex, and related activities within two years out of the last five years.

**Applicants must indicate the number of staff they supervised and period over which they held this responsibility. This experience is acquired within the last three (3) years for a period of one (1) year. Clear and specific examples should be provided by candidates in their application and demonstrate evidence of accountabilities, deliverables and level of complexity.

Knowledge of current and emerging issues related to resource development and energy markets, including the Government’s legislative, regulatory and policy priorities around energy and the natural resource sector.

Knowledge of the Government of Canada’s priorities around reconciliation with Indigenous Peoples, particularly in the context of natural resource development.
