Work environment

The RCMP Communications Technology Program (COMTECH) in Alberta is seeking talented candidates with a proven ability to support a wide range of IT and Electronics/Communications infrastructure and equipment.

The units within COMTECH provide for: life-cycle management and field support for the AFRRCS radio communications system user equipment; support for vehicular based equipment such as Mobile Work Stations, In-Car video systems and Cellular phones and data modems; technical support for the Division’s two Operational Communication (911) Centers and their municipal counterparts; operational support for the Division’s Critical Incident Program.

COMTECH employees work a 37.5 hour (or 40 hour for Civilian Members) work week, Monday through Friday with some flexibility to work variable start times or completing their hours of work over 9 days instead of 10 in a two week period.

These positions reside at various units across Alberta with the majority of positions in Edmonton. These positions are located in a law enforcement environment which includes regular contact with uniformed and armed police officers.

Intent of the process

Anticipatory.

The immediate need is to staff 8 permanent, full-time vacancies in Edmonton, AB; Calgary, AB; Red Deer, AB; Coaldale, AB, and; St. Paul, AB.

The result of this selection process will be to create a pool of qualified candidates which may be used to fill current and future permanent or temporary vacancies (including term, acting, or assignment) throughout Alberta. The pool may also be used to staff future permanent or temporary vacancies in similar or lower-level positions.

Should a Civilian Member (CM) be found qualified and selected for appointment, the appointment will not result in a change of status to the Public Service (PS) category for the CM. Information regarding the CM appointment will be sent to all applicable candidates who are within the area of selection and participated in the advertised process.

Graduation from a two-year program of study from a recognized post-secondary institution with acceptable specialization in computer science, information technology, information management or another specialty relevant to the position to be staffed.

Indeterminate incumbents in the IT group on December 9, 2021 who do not possess the education prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the IT group.

Indeterminate incumbents of positions in the CS group on May 10, 1999, who do not possess the education prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience. Degree equivalency

IT-01, Technician Stream
• Experience with IT and electronics/communications infrastructure solutions in a technical capacity.
• Experience working with IT and electronics test tools (e.g. WireShark, multi-meters, spectrum/RF analyzers, communication protocol analyzers, power meters, oscilloscopes or signal generators) to test, analyze, diagnose or repair electronics equipment.
• Experience testing or troubleshooting electronic devices, communications equipment or computers.
• Experience producing basic technical documentation, reports and correspondence.

IT-02, Technologist Stream
• Recent* and Significant** Experience with developing and/or supporting IT and electronics/communications infrastructure solutions in a technical capacity.
• Recent* Experience providing technical client support.
• Experience writing technical documentation for IT and/or electronics infrastructure solutions and services. (for example; architecture/design diagram, dataflow diagrams, procedures, use cases, user requirements, or detailed build documents.)
• Recent* Experience developing and executing test plans using IT and electronic test tools (for example; WireShark, multi-meters, spectrum/RF analyzers, communication protocol analyzers, power meters, oscilloscopes or signal generators) to test, analyze, diagnose or repair electronics equipment.
• Recent* and Significant** Experience designing or building/modifying, or troubleshooting electronic circuitry.

Note: Experience must be obtained in a work/academic/lab environment.

*Recent experience is defined as the experience normally acquired within the last five (5) years.
** Significant experience is defined as the depth and breadth of experience normally associated with the performance of duties on a continuous basis over approximately 2 years.

Conditions of employment

1. Willing and able to obtain and maintain an Enhanced Reliability Status with Top Secret security clearance.
2. Willing and able to travel throughout service area (i.e. Alberta) including remote area, overnights, and travel via helicopter or fixed wing aircraft.
3. Willing and able to obtain and maintain a valid Class 5 driver’s license.
4. Willing and able to work extended hours or adjust schedule with little or no notice to meet operational requirements.
5. Willing and able to provide after-hours support via operational availability (on call).
6. Willing and able to perform work duties in inclement and uncomfortable weather conditions.

Interested persons must meet the essential qualifications to be appointed to the position, in a manner determined by the Selection Board. A person may be appointed to the position even though he/she does not meet any or all of the asset qualifications, operational requirements or organizational needs. However, meeting these criteria is desirable and may be a deciding factor in choosing the person to be appointed.

You must answer the question regarding which Stream(s) you are applying to. Failure to indicate that you are applying to a given stream may result in you being eliminated from that stream.

Once established, the qualified pool will be valid for a period of 12 months and may be extended.

Please note that candidates (including persons employed in the Public Service) will not be considered to be in travel status or on government business and travel costs will not be reimbursed. Consequently, candidates will be responsible for travel costs.

Random selection may be used to identify which applicants will be assessed or appointed in this appointment process.

If a qualified candidate has been selected and appointed on an indeterminate basis from the established pool, they will be removed from the pool. If a candidate is selected for a specified period (including term, acting, or assignment/secondment) appointment, they will remain in the pool for future offers.

This process and the resulting pool will only be used to staff positions in the RCMP.

Any information provided by a candidate through their application or assessment that is deemed to be incorrect or fraudulent will be eliminated from further consideration.

Experience qualifications will be assessed upon application. Further confirmation or assessment may be conducted through reference checks.

On October 6, 2021, the Government of Canada announced details of its plans to require vaccination across the federal public service.

As per the new Policy on COVID-19 Vaccination for the Core Public Administration Including the Royal Canadian Mounted Police, federal public servants in the Core Public Administration and members of the RCMP must attest to their vaccination status. The requirement for employees to be fully vaccinated applies whether they are teleworking, working remotely or working on-site. This is a condition of employment and it applies to indeterminate (permanent), determinate (term), casual, and student hiring. Should you reach the point in the selection process where it is necessary to verify terms and conditions of employment then the hiring manager or a human resources representative will contact you in order to complete an attestation.

Preference

Preference will be given to veterans first and then to Canadian citizens and permanent residents, with the exception of a job located in Nunavut, where Nunavut Inuit will be appointed first.
