Intent of the process

A pool of qualified candidates may be established through this process to staff identical or similar positions at Natural Resources Canada with various tenures (determinate period or indeterminate), various linguistic requirements, language requirements (English Essential, French Essential, English or French Essential and Bilingual) and profile(s) (BBB/BBB, CBC/CBC, CCC/CCC, etc.)), various security requirements, various conditions of employment and for various locations.

Current opportunities are located in the National Capital Region, however, remote work from other locations within Canada may be considered.

Education:
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.

Notes:
1. Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

2. An indeterminate incumbent of a former ES position on June 30, 1967 who became an EC on June 22, 2009, who does not possess the minimum level of education as indicated for Part A above is deemed to meet this minimum educational standard based on his/her education, training and/or experience.

Degree equivalency

Experience:
Recent and significant* experience in researching, developing, and providing strategic policy advice, policy analysis or recommendations to senior management** on economic, social, or environmental issues. This may include advice provided in briefing notes, PowerPoint presentations, Memoranda to Cabinet, Treasury Board submissions, or ministerial correspondence.

Recent and significant* experience in planning, implementing, or administering policy initiatives, programs, or projects. This includes assessing key issues of importance for organizational mandates (e.g., analyzing the political, economic, social or environmental trends and their impacts, benefits, or implications).

Recent and significant* experience in establishing and maintaining effective networks or partnerships with or within government (e.g., federal, provincial, or territorial departments) or industry (associations or companies).

*Recent and significant is defined as: the depth and breadth of experience that would normally be associated with performing related duties as a regular part of one’s job for at least 24 months within the last five years.
**Senior management is defined as: Executive level e.g. Director, Director General, Assistant Deputy Minister, Deputy Minister, Minister or equivalents.

Asset Qualifications - Experience:
• Recent and significant* experience working on oil and gas-related issues with industry, foreign or other levels of government, non-government organizations, or Indigenous governments or groups.
• Recent and significant* experience in establishing and maintaining effective external (to the applicant’s organization at the time established) networks and partnerships with industry, non-government organizations or Indigenous groups or representatives.
• Recent and significant* experience working in a company in the oil and gas sector (upstream, midstream or downstream) or a related industry.
• Recent and significant* experience working in a Provincial, Territorial or foreign public service.

*Recent and significant is defined as: the depth and breadth of experience that would normally be associated with performing related duties as a regular part of one’s job for at least 24 months within the last five years.
