On October 6, 2021, the Government of Canada announced details of its plans to require vaccination across the federal public service. As per the new Policy on COVID19 Vaccination for the Core Public Administration Including the Royal Canadian Mounted Police, federal public servants in the Core Public Administration and members of the RCMP must attest to their vaccination status. The requirement for employees to be fully vaccinated applies whether they are teleworking, working remotely or working on-site.This is a condition of employment and it applies to indeterminate (permanent), determinate (term), casual, and student hiring. Natural Resources Canada (NRCan) is the federal government department focused on Canada's energy, mining, forestry, earth sciences and clean technology sectors. We are a small but busy department dealing with big Government of Canada priorities and files such as pipelines, electric vehicles, wildfire management and many more. With the current pandemic situation, NRCan is actively reviewing how we are working. As we progressing through our review, a "hybrid model" seems to draw consensus amongst management. As such, we will consider candidate outside of the Ottawa region as long as there is a demonstration of adequate connectivity to the Government of Canada network through your home Internet connectivity.

Graduation with degree from a recognized post-secondary institution or an acceptable combination of education, training and experience.
Experience in establishing partnerships and managing consultations with Indigenous groups to resolve complex* issues.
Significant** experience in developing and managing engagement strategies, policies, programs and frameworks.
Significant** experience providing strategic advice and recommendations to senior management (Senior management is defined as Director General level (and equivalent) or above) on complex* issues.
Recent*** and significant** experience providing strategic advice, making recommendations and briefing Deputy Ministers, Ministers and Ministers’ Offices, on complex* policy or regulatory issues.
Experience in managing human**** and financial***** resources.
*Complex issues are defined as having two of the following characteristics: multidimensional, sensitive, confidential, affecting many partners or stakeholders, precedent setting or having a major impact on the the delivery of programs and policies by the public service.
**Significant experience is defined as the depth and breadth of experience normally associated with having performed a broad range of activities related to the work, which is normally acquired over a period of at least two (2) years.
*** Recent experience is defined as having been acquired within the last five (5) years.
****Some examples of managing human resources may include: supervising staff, establishing a vision, priorities, work plans or establishing work objectives, conducting performance assessments and feedback, approving training, demonstration of experience in managing various service delivery and resources allocation frameworks. Applicants must also indicate the number of staff they have supervised.
*****Some examples of managing financial resources may include: full delegation for a budget, being responsible for financial planning, forecasting and reporting. Applicants must also indicate the size of the budget they managed directly.

Graduation with a Masters or Doctorate from a recognized postsecondary institution
Experience working with Indigenous Peoples on finding resolution to issues related to the Government of Canada’s reconciliation agenda.
Experience working with Indigenous organizations on issues such as programs, policies and/or services related to the advancement of Indigenous communities or organizations.
Experience in leading complex* organizational changes or business transformational initiatives.
Experience negotiating agreements, or building partnerships or other operational arrangements with other federal departments, different levels of government, private sector or Indigenous organizations.
Experience engaging with partners and stakeholders on complex issues related to Canada’s natural resources sector.
Willing to work overtime frequently and on short notice.
