Education
The minimum standard is:

Graduation from, at a minimum, a two years of an acceptable post-secondary educational program in computer science, information technology, information management or another specialty relevant to the position to be staffed.

Notes:
1. Indeterminate period incumbents of positions in the CS group on May 10, 1999, who do not possess the education prescribed above, are deemed to meet the minimum education standards based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the CS group.
2. It is the recognized educational institution (e.g. community college, CÉGEP or university) that determines if the courses taken by a candidate correspond to two years of a post-secondary program at the institution.
3. At the manager’s discretion, an acceptable combination of education, training and/or experience may serve as an alternative to the minimum education. Stream A: Technical Advisor, Product Owner

1. Recent* and significant** experience working in Scrum teams on projects, working in an environment using Agile software development methodology leading product development from concept to release, while ensuring continuous improvement.
2. Recent* and significant** experience providing client services in the development of solutions including identifying and analyzing current and future client needs as well as eliciting, specifying or modelling requirements in an IM/IT environment.
3. Recent* and significant** experience in the review, development and application of business process models such as use cases, process maps or workflow diagrams.
4. Recent* and significant** experience facilitating user story workshops, writing user stories and managing and prioritizing the product backlog.
5. Recent* and significant** experience building and maintaining solid relationships with clients, partners, senior management, and other stakeholders to understand requirements, goals, constraints to develop products that are valuable, usable and feasible.
6. Recent* and significant** experience providing product management advice and guidance to clients, senior management, and other stakeholders.

Stream B: Technical Advisor / Team Leader, Enterprise Data Management

7. Experience in data management or database management such as master data management, DAMA DMBok, ETL processing, EDW, data relationships, metadata management, governance catalog, data profiling, Reference and Master data management or data quality.
8. Experience developing, implementing or leading data governance initiatives.
9. Experience planning, coordinating and facilitating data steward working groups.
10. Experience developing data standards/policies.
11. Experience providing client services in the development of data management solutions and artefacts including identifying and analyzing current and future client needs.

Stream C: Technical Advisor / Team Leader, Platform

12. Experience in the development of technical documents such as: architectures, concepts of operations, designs, procedures, specifications reports or standards.
13. Experience in working with key platform elements in support of application development such as network elements, security elements (e.g. firewalls), data center elements, database administration, application programing interfaces (API), code repositories (e.g. DevOps, TFS).
14. Experience developing or implementing enterprise or complex solution architectures.
15. Experience configuring Azure analytics services (e.g. Data Factory, Databricks, Data Lake, Synapse, Purview etc.).
16. Experience providing or delivering cloud services or managing cloud-based environments
17. Experience developing solutions based on Dynamics 365 and PowerApps.

Stream D: Technical Advisor, Data Scientist

18. Experience performing complex data exploitation on large volumes of data to provide tactical and strategic insights directly to analysts, business owners, and decision makers.
19. Experience in the creation and implementation of algorithms and statistical techniques.
20. Experience with supervised and unsupervised machine learning.
21. Experience with text analytics and natural language processing (NLP).
22. Experience in the design, creation, and implementation of graph analytics.

Stream E: Technical Advisor, Business/Functional Analyst

23. Recent* and significant** experience using business analysis techniques within an IM/IT environment.
24. Recent* and significant** experience eliciting, specifying or modelling requirements for projects in an IM/IT environment.
25. Recent* experience working in Scrum teams on projects and working in an environment using Agile software development methodology.
26. Recent* and significant** experience supporting the development of technical documents such as: architectures, concepts of operations, designs, procedures, specifications reports or standards.
27. Experience documenting business processes or procedures.

Stream F: Technical Advisor, Emerging Technologies

28. Recent* experience in analyzing and interpreting business requirements and converting them to use cases, strategic plans, roadmaps and solutions.
29. Recent* experience providing strategic advice and recommendations on IM/IT issues.
30. Experience with cloud platforms from Cloud Service Providers (ex: IBM, Google, MS, AWS, Oracle, etc).
31. Experience with DevOps and Automation (Git, CI/CD, Terraform, PowerShell).
32. Experience in providing cost & effort estimates for deliverables, and development of work packages to Team Leads and Management as required.

Stream G: Technical Advisor, Enterprise Architecture

33. Experience in development or operations supporting IM/IT projects and functions.
34. Experience in providing IM/IT advice and guidance to various audiences such as management (Team leads or Managers), colleagues or clients.
35. Experience conducting, reviewing or participating in IM/IT solutions or best practices options analysis.
36. Experience with Enterprise Architecture principles, frameworks and processes.

Stream H: Technical Advisor, Application Development

37. Recent* and significant** experience in providing IM/IT advice and guidance to management, colleagues or clients as a subject matter expert.
38. Experience in developing IBM Planning Analytics solutions with significant experience in using Rules, Feeders, Cubes, Dimensions and Turbo Integrator processes.
39. Experience in Data Modelling, Multi-Dimensional Analysis, ETL processes, SQL, data structures and data manipulation.
40. Significant** experience in creating and maintaining technical documentation, such as, but not limited to, design documents, deployment guidelines, test cases.
41. Experience demonstrating knowledge of financial planning, budgeting and forecasting processes.

Stream I: Team Leader, Scrum Master

42. Experience leading in Scrum teams on projects and working in an environment using Agile software development methodology
