On October 6, 2021, the Government of Canada announced details of its plans to require vaccination across the federal public service.

As per the new Policy on COVID-19 Vaccination for the Core Public Administration Including the Royal Canadian Mounted Police, federal public servants in the Core Public Administration and members of the RCMP must attest to their vaccination status. The requirement for employees to be fully vaccinated applies whether they are teleworking, working remotely or working on-site. This is a condition of employment and it applies to indeterminate (permanent), determinate (term), casual, and student hiring. Should you reach the point in the selection process where it is necessary to verify terms and conditions of employment then the hiring manager or a human resources representative will contact you in order to complete an attestation.

Intent of the process

The initial intent of this process is to offer three indeterminate appointments.

A pool of qualified persons resulting from this process may be created and may be used to fill similar positions with linguistic profiles (english essential, bilingual imperative BBB/BBB, bilingual imperative CBC/CBC, bilingual non imperative BBB/BBB, bilingual non imperative CBC/CBC) as well as tenures (indeterminate, deployment, acting, assignment, secondment, specified period) which may vary according to the position being staffed.

Education:
- Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.

Note: Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

* Complex is defined as involving multiple sub-issues or related issues, multiple stakeholders, and having an important impact on an organization or the public.

Experience (EC-04 Stream):
- Experience in conducting complex* policy research, analysis and synthesizing information from various sources;
- Experience preparing a range of written documents including but not limited to briefing notes, reports and presentations to management**;
- Experience in developing and fostering collaborative relationships with stakeholders or partners;
- Experience developing and providing recommendations to management**.

* Complex is defined as involving multiple sub-issues or related issues, multiple stakeholders, and having an important impact on an organization or the public.
** Management is defined as a manager of an organization or Director level or above.

Experience (EC-05 Stream):
- Significant* experience in conducting complex** policy research, analysis and synthesizing information from various sources;
- Significant* experience in preparing a wide range of complex** written documents including but not limited to briefing notes, reports and presentations to senior management***;
- Experience in developing and fostering collaborative relationships with multiple stakeholders or partners on complex** issues;
- Significant* experience developing and providing recommendations to senior management***.

* Significant is defined as depth and breadth of experience normally associated with the performance of those duties for a period of approximately two (2) years.

Conditions of employment

A valid secret security clearance is a condition of employment required for an appointment at the Treasury Board Secretariat (TBS). Failure to obtain this security clearance means either the candidate will not receive a job offer or the conditional offer will be rendered null and void. A thorough security clearance process will be applied to all candidates considered for an appointment; this process includes inquiries, verifications and assessments regarding matters such as, but not limited to:

• criminal record checks
• length of time living in Canada
• reference checks
• previous employment
• open source checks
• credit/financial status

Individuals must have lived in Canada for a sufficient period of time to enable appropriate inquiries, verifications and assessments to be conducted. For a secret security clearance, the verification of background information over a period of 10 years is typically required. Many of the verifications require support from third parties whose timelines are outside of TBS’s control. Overall, the process may take several weeks or months to complete. All employees of the core public administration are required to be fully vaccinated against COVID-19 and attest to their vaccination status unless accommodated based on a medical contraindication, religion, or another prohibited ground for discrimination as defined under the Canadian Human Rights Act.
