Intent of the process

The federal government is looking for procurement/contracting specialists, contract performance analysts, senior procurement/contracting advisors, and materiel acquisitions support officers to fill vacancies in the federal government. A pool of qualified persons resulting from this process WILL be created which may vary according to the position being staffed.

Responsibilities and duties may include:
• Contributing to new strategies to maximize efficiencies and processes in procurement;
• Organizing, implementing, and providing support and advice for the procurement of goods and services;
• Creating, reviewing and issuing a variety of documents required for the solicitation and administration of contracts for professional services or goods;
• Interpreting and applying government policies, standards, and trade agreements as they relate to public procurement;
• Preparing, analyzing and maintaining data and procurement reports and risk assessments;

- Graduation with a diploma or a degree from a recognized post-secondary institution. If there are not enough candidates with a diploma or degree, an acceptable combination of education, training and/or experience will be considered.

Degree equivalency

- Recent and significant* experience in at least 2 of the following areas:
• asset management
• contract management
• assigning costs to products or services or giving costing advice on the accuracy and relevance of costing information
• government relations
• bid/proposal/solicitation management
• supply chain management
- Experience in providing advice and support to clients and management.
- Experience in negotiating with suppliers or clients and with stakeholders.
* Recent and significant experience means having performed these duties for at least 2 years within the last 5 years.

** Complex is defined as having experience involving at least four (4) of the following elements:

4. multiple trade agreements
5. high profile or high-risk (e.g. scope, security, emergency, departmental priorities, etc.)
6. the negotiation of price or non-standard terms and conditions
7. the resolution of bid evaluation issues
8. the resolution of contract management issues
9. consultation with management

TEST: How and when will I be assessed?

At the end of the application period, you may be required to write an unsupervised test. Invitations are expected to be sent in February 2022.

Candidates will be assessed against the Government of Canada Procurement Competencies and assigned to various streams based on their level of proficiency for each competency. You could also be assessed using a variety of other assessment tools such as, but not limited to standardized tests, written exams, interviews, simulation exercises, reference checks, self-assessments, candidate achievement records, etc.
Various volume management strategies may be applied at any stage of the selection process such as random selection, top-down selection of candidates and screening based on degree of experience or asset experience.
