Duties

The Canadian Coast Guard is a special operating agency within Fisheries and Oceans Canada. We work to ensure the safety of mariners in Canadian waters and protect Canada’s marine environment. ▸ Director, Program Management (Anticipatory):

The Director, Program Management is responsible for the management and administration of the large and small vessel construction projects at the program level. This includes developing, managing and implementing the Directorate’s financial planning and reporting activities, project management processes, financial management systems, processes and practices, and providing comptrollership over the projects and program expenditures.

▸ Director, Large Vessel Construction, Multi-Purpose Vessel and Offshore Oceanographic Science Vessel AND Director, Large Vessel Construction, Polar Icebreaker:

The Director, Large Vessel Construction is responsible for providing strategic, technical, managerial and professional leadership to all elements of the shipbuilding project - planning, approval, design, contracting, construction, delivery and transition into service of new large vessels. Working within the National Shipbuilding Strategy framework, the Director engages directly with shipyards and manages relationships with a broad set of stakeholders, including other Government of Canada departments.

▸ Director, Fleet Renewal Planning (Anticipatory):

The Director, Fleet Renewal Planning is accountable for the planning, integration and policy implementation of the Canadian Coast Guard’s Fleet Renewal Plan. This includes development of policy options and related Cabinet submissions to obtain approval, funding, and project authorities required to implement the Fleet Renewal Plan, as well requirements for interim measures to sustain Coast Guard operational capabilities until new assets can be delivered. Additional responsibilities include providing ongoing horizontal, financial and strategic issues management and oversight to support advancement of CCG shipbuilding projects.

▸ Director, Marine Engineering (ME):

The Director, Marine Engineering is accountable for providing professional marine engineering expertise and executive leadership for the engineering, maintenance, repair, life cycle management, and environmental integrity of the Coast Guard’s fleet. Additional responsibilities include providing and integrating technical expertise across the country to the CCG marine engineering community; including ensuring the development and maintenance of ME related national standards and procedures, and overseeing the management and reporting of the budgets for the National marine engineering organization.

EDUCATION 🎓:

Graduation with a degree (1*) from a recognized post-secondary institution (2*).

Definitions:

1*: Unless it is otherwise specified (e.g., Master’s degree), the term “degree” refers to a baccalaureate as established by educational authorities.

2*: A public or private institution that has been given authority to grant degrees, diplomas, and other credentials by a public or private act of a provincial/territorial legislature or through a government-mandated quality assurance mechanism. For greater certainty, also included are institutions authorized to grant specific academic credentials for specific academic programs.

Degree equivalency

EXPERIENCE 💼 :

EX1: Recent (1*) and significant (2*) experience in leading a life cycle management program OR leading large and complex marine related shipbuilding or ship repair projects from either the client or shipyard side, including sub-contractors.

EX2: Significant (2*) experience in establishing and maintaining effective working relationships with various internal and external partners and stakeholders towards the achievement of common objectives.

EX3: Experience in providing briefings, strategic advice and recommendations to senior management (3*) on complex issues.

EX4: Experience in managing human resources (4*).

EX5: Significant (2*) experience in managing financial resources (5*).

Definitions:

1*: Recent experience is defined as experience acquired within the last five (5) years.

2*: Significant experience is understood to mean the depth and breadth of experience normally associated with having performed a broad range of complex related activities over a period of at least two (2) years.

3*: Senior management defined as those directing the work and direction of the company or government unit. For the Federal Public Service, this would be the Director General level.

4*: Candidates must clearly demonstrate that they have managed human resources and indicate the number of staff they supervised (direct and indirect reports). Some examples of managing human resources may include: assigning work, managing performance, developing resourcing plans, determining needs, approving training, etc.

5*: Candidates must clearly demonstrate that they have managed (delegated control) financial resources and indicate the size of the budget(s).

ASSET CERTIFICATION:

▸Project Management Professional (PMP) certified.

ASSET EXPERIENCE:

▸ Experience in managing a framework of program budget, risk and schedule controls and related financial systems for shipbuilding projects.

▸ Experience in the use of project management software tools and applications.

▸ Experience in managing relationships with a shipyard or a ship buyer (client).

▸ Experience in leading or participating in a major project of more than $50M.

▸ Experience in managing a shipbuilding project.

▸ Experience in managing a ship refit or vessel extension project.

On October 6, 2021, the Government of Canada announced details of its plans to require vaccination across the federal public service.
