Intent of the process

Positions to fill : 4 (PC-02:1;PC-03:3)

The intent of this selection process is to staff positions with various linguistic requirements depending on location (Vancouver, Montreal, Dartmouth, Mount Pearl) being staffed.

Please note that a pool of qualified candidates may be established and may be used to staff similar positions at Environment and Climate Change Canada (In Vancouver, Montreal, Dartmouth or Mount Pearl), with various tenures (Assignment, Secondment, Acting, Indeterminate, Deployment and extensions), various linguistic requirements and profiles (BBB or English Essential) and security levels according to the position to being staffed.

Essential Qualification
► Education - Common to both streams:
• Graduation with a degree from a recognized post-secondary institution (university bachelor’s degree), with acceptable specialization in physics, geology, biology, chemistry, engineering, environmental science or another science relevant to the position. If specialization is in another field not relevant to the position, an acceptable combination of education, training and experience will be considered.

► Experiences - Stream 1 (PC-02):
1. Experience in working collaboratively on environmental issues or projects with stakeholders (such as the federal government, provincial or territorial governments, indigenous groups, municipalities, non-governmental organizations, academics or industry).
2. Experience working in multi-disciplinary teams or working groups on environmental issues or projects.

► Experiences - Stream 2 (PC-03):
3. *Significant and recent experience working collaboratively on environmental issues or projects with stakeholders (such as the federal government, provincial or territorial governments, indigenous groups, municipalities, non-governmental organizations, or industry).
4. *Significant and recent experience providing scientific or technical advice or recommendations on environmental issues, programs or projects.
5. Experience leading or coordinating working groups or multi-disciplinary teams on environmental issues, programs or projects.

*Significant and recent experience is defined as the depth and breadth of the experience normally associated with having conducted a range of activities over a minimum period of three (3) years within the past ten (10) years.

► Knowledge: - Common to both streams:
1. Knowledge of environmental emergency management principles, legislation, roles and responsibilities of government agencies and industry in Canada.
2. Knowledge of risks and consequences of oil and chemical spills, and spill response techniques.

► Abilities - Common to both streams:
1. Ability to communicate effectively orally.
2. Ability to communicate effectively in writing**.
3. Ability to work in a team / with others.
4. Ability to analyze, interpret, and synthesize complex information and make recommendations.

Asset Qualifications
► Education - Common to both Streams:
Graduation with an advanced degree (advanced diploma, Master’s, Doctorate) in a field relevant to the duties of the position.

► Experience - Stream 1 (PC-02):
1. Experience creating scientific or technical advice, documents or recommendations for various audiences (e.g. the public, indigenous groups, industry, governmental or non-governmental organizations).

► Experience - Common to both streams:
2. Field experience responding to environmental incidents.
3. Experience in the analysis, development and implementation of projects, preparedness activities or planning activities related to environmental protection or emergencies.
4. Experience working on the development, implementation, compliance, or enforcement of federal or provincial regulations or standards on chemical accidents, environmental emergencies, or workplace chemical hazards.

► Experience - Stream 2 (PC-03):
5. Experience supervising staff.
6. *Significant and recent experience preparing briefing materials for management on scientific, technical, program, or operational issues.

*Significant and recent experience is defined as the depth and breadth of the experience normally associated with having conducted a range of activities over a minimum period of three (3) years within the past ten (10) years.

Conditions of employment

► Common to both streams:

1. Secret (PC-03) and Reliable (PC-02) security clearance.
2. Available to work overtime and travel when necessary, including to remote locations and/or industrial facilities.
3. Available to be on stand-by (24/7) as required
4. Willingness to work in rotation in an Emergency Operation Centre (EOC) and in an Incident Command Post (ICP).
5. Hold a valid driver’s license.
6. Medical requirement: must comply with occupational health requirements throughout his/her period of employment and periodically undergo an occupational health assessment.
7. Willingness and ability to work and travel in boats and small aircraft.
8. Willingness and ability to perform fieldwork.
9. All employees of the core public administration are required to be fully vaccinated against COVID-19 and attest to their vaccination status unless accommodated based on a medical contraindication, religion, or another prohibited ground for discrimination as defined under the Canadian Human Rights Act.
