Duties

The Associate Director, Learning, Performance and Standards is accountable for the provision of leadership in the management of key corporate and operational multi-modal programs at the Transportation Safety Board of Canada (TSB). The core activities include the development, maintenance and delivery of training programs for managers and employees of the TSB; the development and maintenance of transportation occurrence investigation and reporting standards and procedures; the management and monitoring of the TSB Occupational Health and Safety (OHS) program; and the development and management of the TSB’s continuous improvement program, including quality assurance of TSB investigation operations.

Work environment

The TSB is an independent arm's length agency that reports to Parliament through the President of the Queen's Privy Council for Canada. We are a world-leading investigation organization that influences change to advance transportation safety. The TSB performs a key role within the Canadian transportation system. Our mandate is to advance transportation safety by:

• conducting independent investigations—including, when necessary, public inquiries—into selected transportation occurrences in order to make findings as to their causes and contributing factors;
• identifying safety deficiencies as evidenced by transportation occurrences;
• making recommendations designed to reduce or eliminate any such safety deficiencies; and
• reporting publicly on our investigations and related findings.

The TSB is a small organization with approximately 220 employees and 5 Board Members, including the Chair. The organization operates in a decentralized manner in 10 locations across Canada. Employees work in a collegial and collaborative environment.

Intent of the process

The intent of this process is to staff one (1) indeterminate position in Gatineau, Québec.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

EDUCATION:
Degree from a recognized university in a field related to the position being filled OR an acceptable combination of education and training and/or management experience in a field relevant to the position.

Degree equivalency

EXPERIENCE:
Recent and significant experience* leading the development and implementation of national transportation programs in at least two of the following areas: standard operating procedures; occupational health and safety; continuous improvement; training.

Recent and significant experience* in providing strategic analysis and advice, briefings and recommendations to senior management on operational issues related to program delivery.

Experience in building partnerships and building consensus with a wide variety of internal and external stakeholders.

Recent and significant experience* in establishing organizational priorities, in directing their development, implementation and managing the resulting changes.

Recent and significant experience in the management of human and financial resources. **

* Recent and Significant experience is defined as the depth and breadth of the experience associated with having performed a broad range of complex activities related to this task, which are normally acquired over a period of at least 2 years within the last 7 years.

EXPERIENCE:
Experience leading and directing the development and delivery of training programs in the field of transportation safety.

Experience leading or managing a quality management system.

Experience in the application of the Canada Labour Code in an operational or technical environment (i.e. industrial work sites, laboratories and/or other highly hazardous environment).

The incumbent of this position is required to travel in Canada and abroad.
