What will you do?
Real property projects
As a Senior Director, you will have the responsibility to lead, mentor and guide a team who manage a large portfolio or program of work in the delivery of PSPC property and infrastructure services in one of the largest real estate portfolios in Canada, which includes key national institutions such as Parliament and the Supreme Court, accommodations for over 100 federal departments and agencies, and critical public infrastructure. You will play a central role in working with federal partners and in identifying and implementing innovative solutions to meet their demands for real property, and you will play a key role in managing relationships with stakeholders such as other levels of government, indigenous groups and industry.
Real property service client relations
The Client Relationship and Demand Management sector is the Client Relationship Management National Centre of Expertise for the Real Property Services Branch. We influence how our Branch interacts with clients and internal stakeholders in support of the real property business. Our CRM approach includes a business integration element to ensure that the client business intelligence obtained through client engagement is integrated into business solutions, and products and services, and evolves to meet our clients’ needs.

The location of the positions to be staffed are primarily Ottawa or Gatineau.
Although the positions are located in the National Capital Region, applicants from all regions across Canada are encouraged to apply. A wide variety of work can be performed regardless of geographic location.
This is a collective process for the Real Property Services Branch and the Science and Parliamentary Infrastructure Branch. When you apply to this selection process, you are not applying for a specific position.
A pool of qualified candidates will be established through this process to staff various EX-02 positions within Public Services and Procurement Canada (PSPC) across Canada.

Your résumé.
By answering the screening questions, you must clearly demonstrate, using concrete and detailed examples, how you meet the education and experience requirements listed in the essential qualifications and asset qualifications sections (below). As we cannot make assumptions about your experience, it is not sufficient to say that you have the required qualifications or to list your current duties. You must ensure that clear and accurate details are provided. The curriculum vitae may be used as a secondary source to confirm your experience. EDUCATION:
Graduation with a degree from a recognized post-secondary institution* or an acceptable combination of education, training and/or experience in a field relevant to the position.
(*) Post-secondary institution: A public or private institution that has been given authority to grant degrees, diplomas, and other credentials by a public or private act of a provincial/territorial legislature or through a government-mandated quality assurance mechanism. For greater certainty, also included are institutions authorized to grant specific academic credentials for specific academic programs.
EXPERIENCE:
E1. Significant (1*) experience in overseeing the delivery of large complex (2*) projects, programs and/or services.
E2. Significant (1*) experience in providing strategic advice and recommendations to Director Generals or equivalent in the private sector on complex issues (3*).
E3. Significant (1*) experience in establishing and maintaining strategic partnerships with a variety of stakeholders such as, federal government departments and agencies, other levels of government, internal service lines, or private sector organizations.
E4: Significant (1*) experience in managing human (4*) and financial (5*) resources.
Definitions:
(1*) Significant experience means the depth and breadth of experience associated with the performance of the duties during a minimum period of two (2) years as an executive or equivalent in the public and private sector.
(2*) “Large complex” is defined as an innovative, high risk and high dollar value project or portfolio.
(3*) ‘’Complex issues’’ are issues with at least two (2) of the following characteristics: significant business risks and impacts, multidimensional, sensitive, affecting many partners or stakeholders, precedent setting or significant public profile. Applicants must indicate how many characteristics they dealt with to clearly demonstrate the complexity of the issues.
(4*) Human Resources Management: You must clearly demonstrate that you have managed a team through subordinate managers with examples such as: assigning work, managing performance, developing resourcing plans, determining needs and approving training, etc. Please indicate the number of staff you supervised directly and the duration.
(5*) Financial Management: You must show evidence of managing and being accountable for a budget. Examples of managing financial resources include: full delegation for a budget, forecasting, planning, budget allocation, reporting, etc. Please indicate the size of the budget(s) you managed, the duration and if you managed your project/program within budget.

EDUCATION:

AE2. Experience in different model of delivery in real property project such as design-bid-build, construction management, design-build, P3.
AE3. Experience in managing integrated project delivery.
AE4. Experience in project management, design management and contracting processes related to real property projects and/or functional direction initiatives.
AE5. Experience in leading large-scale renewal and change management initiatives in a large complex organization.
AE6. Experience in managing a client service environment.
AE7. Experience in managing in a cost recovery environment.

On October 6, 2021, the Government of Canada announced details of its plans to require vaccination across the federal public service.
As per the new Policy on COVID-19 Vaccination for the Core Public Administration Including the Royal Canadian Mounted Police, federal public servants in the Core Public Administration and members of the RCMP must attest to their vaccination status. This is a condition of employment and it applies to indeterminate (permanent), determinate (term), casual, and student hiring. ASSESSMENT
Assessment Methodologies
Any assessment method that is considered appropriate to determine whether a person meets the qualifications may be used in no specific order, such as but not limited to, written exam, interviews, and reference checks. For candidates within the Public Service, a review of past performance and accomplishments including performance rates, talent map placement may also be used.
Considering the current situation related to COVID-19 and in order to accelerate the selection process, assessments may be conducted through various means including but not limited to self-reporting examples of past performance and work-related achievements.
An interview may be conducted by telephone or videoconference. Applicants who meet the essential qualifications may be invited to an interview based on the relevance of their experience to the role and expectations for the position(s) being staffed.
Reference checks will be conducted. Candidates should be prepared to provide the names and coordinates of their referees. Some or all of these individuals may be contacted. Referees must have an in-depth knowledge of your work, and must be able to answer specific questions pertaining to your achievements and qualifications as provided in your application, or at any point during the assessment phase. The Assessment Committee reserves the right to contact references other than the ones submitted by the candidates (only within the Public Service), if necessary, in order to make a suitable assessment of the candidates.
Volume management strategies
A top-down approach and/or establishing cut-off scores to determine who will continue in the staffing process, may be used for the purpose of managing applications. Candidates who meet asset qualifications or are a member that self-identified of the following Employment Equity group: member of the visible minorities and aboriginal peoples, persons with disabilities may be invited first for the purpose of managing applications.
Please note that although you may attain the established pass mark on any of the assessments used in this staffing process, management may decide to use a higher cut off score. We ask that all applicants make themselves available for each step of the process and provide the requested information promptly. Re-scheduling of assessments will ONLY be granted in emergency cases with appropriate supporting documentation (i.e. medical certificate to certify illness, proof of international travel etc.).
Preference will be given to veterans first and then to Canadian citizens and permanent residents, with the exception of a job located in Nunavut, where Nunavut Inuit will be appointed first.
