On October 6, 2021, the Government of Canada announced details of its plans to require vaccination across the federal public service.
As per the new Policy on COVID-19 Vaccination for the Core Public Administration Including the Royal Canadian Mounted Police, federal public servants in the Core Public Administration and members of the RCMP must attest to their vaccination status. The requirement for employees to be fully vaccinated applies whether they are teleworking, working remotely or working on-site. This is a condition of employment and it applies to indeterminate (permanent), determinate (term), casual, and student hiring. Should you reach the point in the selection process where it is necessary to verify terms and conditions of employment then the hiring manager or a human resources representative will contact you in order to complete an attestation.
Candidates must clearly demonstrate how they meet the essential, education and experience factors listed by answering the screening questions. Candidates should write concrete examples demonstrating how they meet the experience and education requirements.
It is NOT sufficient to only state that the qualifications are met or to provide a listing of current or past responsibilities. The answers to the screening questions / requirements will be the main source of information used by the assessment board to determine whether you meet the essential, asset, education and experience factors. As a Privacy Policy Analyst, your main task would be to work in close cooperation with Departmental Program representatives and internal stakeholders to analyze, evaluate and determine compliance with privacy requirements and the potential level of risk, from a privacy perspective, to policy and program design initiatives. Here is a list of some of the tasks that would fall within your responsibilities:
• Providing advice on the risk and impact related to the collection, use, disclosure, retention and disposal of personal information related to a program or initiatives (including the current vaccination mandate in the transportation sector)
• Providing expert advice and guidance to Departmental representatives and stakeholders related to the Privacy Act;
• Providing advice to internal stakeholders on Privacy Impact Assessments and Personal Information Banks
• Preparing and drafting Privacy Notice Statements
• Assisting in the handling of privacy breach investigations and reporting;
• Gathering information and preparing responses for Manager’s review in response to formal investigations by the Privacy Commissioner of Canada following privacy complaints;
• Providing recommendations to programs in matters of protection of personal information, including by assisting in the development and delivery of in-house tailored privacy training for employees
• Providing input on updates related to internal privacy policy documentation.
The intent of this process is to fill 2 indeterminate positions considering only candidates at the PM-04 level or equivalent. A pool of qualified candidates may be established to fill similar positions at Transport Canada.

Experience
EX : Significant* experience in interpreting and applying the provisions of Privacy legislation such as the Privacy Act, Personal Information Protection and Electronic Documents Act (PIPEDA), European Union General Data Protection Regulation (EU GDPR), provincial or territorial privacy laws, or other related legislation .
EX2 : Experience in responding to and resolving complaints filed with applicable privacy/data protection regulators.
EX3 : Experience in providing advice on sensitive privacy matters.
EX4 : Experience in providing advice on Privacy Impact Assessments.
EX5 : Experience conducting privacy breach investigations in accordance with established security and privacy principles.
*Significant experience is defined as the depth and breadth of experience that would normally be associated with performing the substantive duties for a minimum of three (3) years.

Education
AED: Graduation with a degree from a recognized post-secondary institution OR an acceptable combination of education, training OR experience relevant to the position being filled.
Occupational Certification
International Association Privacy Professional (IAPP) or other privacy professional certification.
Experience
AEXP: Experience in training employees on the requirements related to applicable privacy legislation.
OPERATIONAL REQUIREMENT
