Intent of the process

A pool of partially qualified candidates will be established through this process to staff Project Manager Level 1 positions within the Department of Public Services and Procurement Canada.

Acting opportunities may be offered to internal employees who qualify in the pool.

Stream 1 – Parliamentary Operations Project Manager Level 1 : 2 positions to staff
Stream 2 – Parliamentary Portfolio Project Manager Level 1 : 2 positions to staff

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

EDUCATION
Graduation with a degree* from a recognized post-secondary institution in mechanical engineering, civil engineering, electrical engineering or some other engineering specialty relevant to the duties of the position.

*A degree is defined a baccalaureate or higher level degree, as established by educational authorities.

Degree equivalency

EXPERIENCE

STREAMS 1 and 2:
E1. 5 years of experience in design or project management for engineering projects.
E2. Recent** experience in coordinating multi-disciplinary project teams or managing consultants or managing construction contractors.
E3. Recent** experience with real property procurement processes and contract management.

**Recent experience is defined as having at least 5 year’s relevant experience within the last 8 years.

STREAM 1 ONLY:
E4. Recent** experience in managing projects with varying degrees of complexity*** related to Real Property planning, building or plant operations, or facilities management. This includes operational support and one or more of the following: studies, pre-planning, or planning.

**Recent experience is defined as having at least 5 year’s relevant experience within the last 8 years.
***Complex projects must include 2 or more of the following characteristics and have a value of at least $1M:
• large number of stakeholders requiring specific governance and organized communications,
• important mechanical / electrical / civil / structural / heritage/ environmental sustainability component,
• multi-disciplinary consulting team,
• interrelated dependencies with other projects or programs,
• alternative form of delivery, or
• approvals required from Central Authorities (such as Treasury Board or a Board of Directors or equivalent in the private sector).

STREAM 2 ONLY:
E5. Recent** experience with complex*** Real Property projects. This includes managing or supporting two or more of the project delivery phases: planning, design, construction and close out.

**Recent experience is defined as having at least 5 year’s relevant experience within the last 8 years.
***Complex projects must include 2 or more of the following characteristics and have a value of at least $1M:
• large number of stakeholders requiring specific governance and organized communications,
• important mechanical / electrical / civil / structural / heritage/ environmental sustainability component,
• multi-disciplinary consulting team,
• interrelated dependencies with other projects or programs,
• alternative form of delivery, or
• approvals required from Central Authorities (such as Treasury Board or a Board of Directors or equivalent in the private sector).

If you possess any of the following, your application must also clearly explain how you meet it (other qualifications)

ASSET QUALIFICATIONS

CERTIFICATION:
AC1. Certification related to project management such as Project Management Institute (PMI) or Project Management Professional (PMP).

EXPERIENCE:

STREAMS 1 and 2:
AE1. Experience in providing advice on the interpretation or application of policies, standards, or best practices related to project management or engineering activities.

STREAM 1 ONLY:
AE2. Experience in providing strategic engineering support services to Real Property operations teams.
AE3. Experience in assessing asset performance of commercial or government real property assets.

STREAM 2 ONLY:
AE4. Experience in more than one of the methods of project delivery (Construction Management, Design-Build, Design-Bid-Build, and Public Private Partnerships (P3)).
