Canada continues to navigate the challenges of the COVID-19 pandemic. Duties

Common to both Project Management (PM Stream) and Business Analysis (BA stream)

Acts as the senior technical advisor for the Department’s IT Business Line Support Services needs in consultation and negotiation with senior business-line or IT managers within the Department, and with senior IT officials in other federal departments and external organizations.

Develops, contributes, and leads project activities in the development of IT Business Line Support Services policies, directives, procedures, guidelines and processes.

Provides expert technical advice, and documentation on IT project plans including business requirements, proposals, analysis, standards, plans and designs and on the selection, application and implementation of these tools, and on internal and central agency policies and standards; to provide the support necessary for the Department to achieve its departmental strategic, operational, financial and program objectives with its clients and partner organizations.

Provides expert advice to managers and works with project teams on the effectiveness of existing IT support services, technical issues relating to IT Business Line Support Services and potential contributions of IT products and services to foster innovative service delivery.

Conducts research, directs client solution delivery services in a complex IT environment for project teams, and coordinates and facilitates the development of innovative solutions that meet client needs.

Represents the IT Organization as the Department’s technical authority on the IT Business Line Support Services best practices to improve the effectiveness of IT support services, and ensures alignment with departmental and government-wide direction and standards. Has authority to seek common ground to move initiatives forward.

Serves on departmental, interdepartmental, national or international working groups or committees on standards, policies and technical components, business requirements, proposals, analysis, standards, plans and designs.

Maintains knowledge of trends and developments in the best practices of the applicable IT Business Line Support discipline and the interrelationship between program and corporate management.

Facilitates or chairs project-related meetings with project sponsors, other stakeholders and IT supplier representatives to promote and negotiate service level agreements and contracts regarding the delivery of IT Business Line Support Services. Prepares requests for proposal specifications and develops evaluation criteria.

Develops and implements corporate strategic business analysis planning, client engagement, IT supplier and/or project strategies that respond to the evolving needs of the department and provide ongoing expertise to support implementation.

E1. Graduation from a two-year program of study from a recognized post-secondary institution with acceptable specialization in computer science, information technology, information management or another specialty relevant to the position to be staffed.

1.Indeterminate incumbents in the IT group on December 9, 2021 who do not possess the education prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the IT group.

2.Indeterminate incumbents of positions in the CS group on May 10, 1999, who do not possess the education prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience. 3.At the manager’s discretion, an acceptable combination of education, training and/or experience may serve as an alternative to the minimum education stated above. EXPERIENCE RELEVANT TO THE PROJECT MANAGEMENT (PM) STREAM

EX-PM1: A minimum of eight (8) years of cumulative experience1 over the past twelve (12) years in the Project Management of IM/IT solutions, elaborating on feasible alternatives and producing supporting project documentation.

EX-PM2: A minimum of eight (8) years of cumulative experience1 over the past twelve (12) years collaborating with stakeholders in all aspects of an IM/IT solution`s project life cycle where industry standard methodologies were followed.

EX-PM3: A minimum of eight (8) years of cumulative experience1 over the past twelve (12) years in providing Project Management direction and guidance to solution/technical teams, on an on-going basis.

EX-PM4: A minimum of two (2) distinct opportunities1 over the past five (5) years in providing, in Written and Oral presentations, to management (manager or above) as well as an adapted version to a larger audience (colleagues and business clients), all of the following services:

a) Analysis,
b) Research and synthesize multiple sources of information,
c) Project Management advice, options and recommendations.

EX-PM5: A minimum two (2) distinct opportunities1 over the past five (5) years as Chair, Facilitator or Active Member in Project Management related meetings or committees in discussing related opportunities, challenges, issues, or future directions engaging sponsors, internal or external stakeholders, or other partners.

Project Management is the knowledge and ability to apply formal project management principles and practices during the planning, implementation, monitoring, reporting and completion of projects, ensuring effective management of scope, resources, time, costs, quality, risks and communications.

EX-BA2: A minimum of eight (8) years of cumulative experience2 over the past twelve (12) years collaborating with stakeholders in the following steps (business analysis, planning, designing, and developing) of an IM/IT solution`s project life cycle where industry standard methodologies were followed.

EX-BA3: A minimum of eight (8) years of cumulative experience2 over the past twelve (12) years in providing Business Analysis direction and guidance to solution/technical teams, on an on-going basis.

EX-BA4: A minimum five (5) distinct opportunities2 over the past five (5) years in providing all of the following services, in Written and in Oral presentations, to management (Manager or above) as well to a larger audience (Colleagues and business clients) as it relates to enterprise wide initiatives:

a.Analysis, not limited to government of Canada standards but also industry best practices.
b.Research and synthesize multiple sources of information.
c.Business Analysis advice, options and recommendations.

EX-BA5: A minimum two (2) distinct opportunities2 over the past five (5) years as Chair, Facilitator or Active Member in Business Analysis related meetings or committees.
