The Cap Tourmente National Wildlife Area (NWA) was created by Environment and Climate Change Canada (ECCC) in 1978 to protect the American bulrush marshes that serve as the primary habitat of the greater snow goose during migration periods, and to preserve the habitat of other migratory birds and species at risk.
The NWA was recognized a Wetland of International Significance under the Ramsar Convention in 1981, becoming the first site to earn this distinction in North America. Its many historic buildings testify to more than 400 years of human occupation and farming activity, making it one of the founding sites of Canada.
This NWA is renowned for the awe-inspiring spectacle of the greater snow geese gathering at the site by the tens of thousands during migration. The natural beauty and the wide range of outdoor activities available at this NWA make it very popular with visitors.
The Cap Tourmente NWA supervisor oversees a team composed of professionals, technicians, labourers and agents dedicated to the environment, operations and customer service on the site. This organization aims to
- protect and preserve migratory birds, species at risk and their habitats in accordance with the ECCC Canadian Wildlife Service’s mandate;
- make the NWA accessible to Canadians by offering different services (welcome centre, trails, interpretation centre, exhibits, educational activities); and
- preserve the integrity of the infrastructures and facilities.
The intent of this staffing process is to staff one position for a period of two years with the possibility of extension in the Cap Tourmente NWA, Saint-Joachim (Québec) which is located in the Québec Region (Québec)). A POOL of qualified candidates may be established and could be used to staff similar positions in the Cap Tourmente NWA, Saint-Joachim (Québec) with different tenures (term, acting, indeterminate status) with various language requirements/profiles and security levels at Environment and Climate Change Canada.

ED1. A secondary school diploma or an acceptable combination of education, training and/or experience
EXPERIENCE
E1. At least 2 years of experience in management where human resources and finance management are needed.
A2. Experience in project management in the field of fauna and habitat conservation
A3. Experience in infrastructure project management
A4. Experience in the creation of partnerships with various stakeholders for the implementation of projects or programs

EDUCATION
AED1. Degree from a recognized post-secondary institution in a field related to the duties of the position

On October 6, 2021, the Government of Canada announced details of its plans to require vaccination across the federal public service.
As per the new Policy on COVID-19 Vaccination for the Core Public Administration Including the Royal Canadian Mounted Police, federal public servants in the Core Public Administration and members of the RCMP must attest to their vaccination status. The requirement for employees to be fully vaccinated applies whether they are teleworking, working remotely or working on-site. This is a condition of employment and it applies to indeterminate (permanent), determinate (term), casual, and student hiring. Should you reach the point in the selection process where it is necessary to verify terms and conditions of employment then the hiring manager or a human resources representative will contact you in order to complete an attestation.
