For this selection process, it is our intention to communicate with candidates via email for screening and assessment purposes. This position provides technical and strategic advice and direction to support the update, delivery and management of initiatives from the Homes and Communities Division, such as the EnerGuide Rating System, development of standards and regulations, and leading research projects. This may involve: contributing to the development and maintenance of the technical aspects of the Division initiatives, including research, performing data analysis and synthesizing results, drafting technical documents, liaising with industry associations, responding to inquiries coming from various stakeholders; performing software testing and simulations, and providing recommendations on technical issues to meet Division’s objectives; represent the Department in multi-stakeholder fora dealing with conformity assessment; research and analyse program communications channels, develop communications strategies to support compliance; contact representatives of industry, OGD’s and other levels of government regarding matters pertaining to regulatory enforcement and provide advice to management in support of determination of human resource and budgetary needs.
The technical advisor requires an excellent knowledge of residential energy efficient housing technologies and practices, building science, as well as familiarity with the Canadian residential construction/ renovation industries. Solid communication skills are necessary as well as the ability to translate complex ideas and concepts into accessible language for the lay person. This is a team position with considerable independence, collaborative work and coordination within and with other groups.
A pool of (fully or partially qualified) candidates may be established through this process to staff identical or similar positions within Natural Resources Canada with various tenures (determinate period or indeterminate), various language requirements (English Essential, French Essential, English or French Essential, or Bilingual), linguistic requirements (imperative and/or non-imperative) and profile(s) (BBB/BBB, CBC/CBC, CCC/CCC, etc.), various security requirements (Reliability status or Secret clearance), various conditions of employment and for various locations.

Education
Graduation with a degree from a recognized post-secondary institution in with acceptation specialization in building science or environmental studies such as physics, architecture or some other specialty relevant to the duties of the position, such as mathematics or computer science; or an acceptable* combination of education, experience and/or training.
Experience
Experience* researching and analysing energy efficiency technologies and trends.
Experience* in preparing reports including providing advice and making recommendations.
Experience* in establishing and maintaining relationships and working with stakeholders and external groups such as industry, government organizations, and major private sector organizations.
Experience* in interpreting legislation preparing, analyzing and interpreting policies, procedures or guidelines in a regulatory environment.
*Experience is defined as the depth, breadth and complexity of experience normally acquired with having performed work, as part of the regular duties of the candidate, for a period of at least (2) years following graduation from a post-secondary institution.
