The Consular, Security and Emergency Management Branch (CFM) from Global Affairs Canada provides travel advice and consular assistance and contributes to timely and whole-of-government coordinated responses to international emergencies such as natural disasters, civil unrest, pandemics, etc. It also manages the various programs governing the security of people, information and goods. The Department's presence in more than 150 countries, including countries with higher security risks or that are more prone to emergencies, makes it very important to develop effective employee training programs.
The Consular, Security and Emergency Management Branch (CFM) is looking for Senior Learning Specialists for the development of training programs and products to help employees in their work, such as assisting Canadians abroad, but also to ensure they have the proper knowledge and skills to remain safe while at post.

Due to the prevailing COVID-19 situation, the selected candidates will work remotely from their residence location until further notice. Global affairs Canada is moving towards a hybrid model, where selected candidates will be expected to work at 125 Sussex Dr. in Ottawa with a combination of remote work.
Immediate Needs: The purpose of this process is to fill two (2) positions.
Future needs: A pool of candidates may be established to fill similar positions within Global Affairs Canada. The tenures and language requirements may vary depending on the positions to be filled.

EDUCATION:
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in education, linguistics, sociology, psychology, mathematics, physics, home economics or some other specialty (i.e. international relations) relevant to the positions in the classification
EXPERIENCE:
E1 Experience in advising Senior Leaders/Management on the development of adult learning programs and projects and/or major policy initiatives.
E2 *Significant experience in leading all phases of the development of programs and projects using an Adult Education instructional design framework(s).
E3 *Significant experience in the management of client/stakeholder relations with public, private, academic or non-profit organizations.
* Significant is defined as depth and breadth of experience normally associated with the performance of those duties for a period of approximately two (2) years.
A1 Master’s or Doctoral degree from a recognized university with acceptable specialization in education, social sciences or a related discipline.
A2 Experience in conducting research including research design, data collection and data analysis using basic qualitative and quantitative methods.
A3 Experience in selecting training consultants and drafting documents for the contracts.
A4 Experience in facilitation of workshops.
A5 Knowledge of learning management systems such as Moodle, Brightspace, etc.
A6 Knowledge of Government of Canada Accessibility guidelines.
A7 Knowledge of e-learning software to oversee the design, development and evaluation of e-learning courses.
Bilingual - Imperative (CBC/CBC)

INFORMATION ON SECOND LANGUAGE TESTING
In order to determine if you meet the required language profile, we will send an invitation to take the online reading and writing tests via the Public Service Resourcing System to all candidates who have indicated that they do not have valid second language test results. The invitation will be sent shortly after the closing of the poster and the candidates will have 14 days to take the 2 tests online.

OTHER INFORMATION:
Applications at level may be considered first for a deployment.
Preference will be given to veterans first and then to Canadian citizens and permanent residents, with the exception of a job located in Nunavut, where Nunavut Inuit will be appointed first.
