Duties

Accountable to the Director, Energy Outlooks, the Market Analyst participates in energy system modeling, data collection and manipulation, monitoring of a wide variety of energy system drivers, and communicates analysis in verbal and written formats, largely in support of the CER’s Canada Energy Future series and other energy information publications.

Duties are normally undertaken in a collegial team environment with direction and coaching from more experienced staff, and include:

• As part of a project working group, utilize energy system modeling tools to help develop long-term projections of energy supply and demand in Canada as part of the CER’s Canada’s Energy Future series of publications.
• Gather, manipulate, clean, and analyse data from a wide variety of sources to support modeling activities and energy analysis.
• Monitor and research a wide variety of factors, including energy supply, demand and pricing trends, climate and energy policies, and technology developments, with the goal of informing the CER’s energy outlook and assessing market developments and implications for the CER and Canada.
• Organize and participate in industry, government and other stakeholder consultations and conferences.
• Assist in the research and writing of internal and external reports including Energy Market Information Products, briefing notes, CER website updates, Executive speeches, and presentations.
• Participate in the review of regulatory applications for pipelines or international power lines with respect to markets and supply, including drafting information requests; providing advice to Commissioners; and drafting CER decisions.
• Work in or lead project working groups to research and analyzes gaps, problems and drivers of change that affect the CER and its Energy Information Core Responsibility and develop, recommend, and implement solutions.
• Act as an assistant project manager of the CER’s Canada Energy Future series and other energy information publications.

Experience:

E1. Progressive* and considerable* experience applying quantitative techniques to conduct energy analysis, including applying energy modeling techniques to gain insights into future energy trends.

E2. Considerable experience in conducting qualitative energy analysis (e.g., energy demand, natural gas, electricity, natural gas liquids, crude oil), including the impact of various climate and energy policies and/or technology developments on energy systems.

E3. Considerable experience presenting analysis and advice orally and in a variety of written formats, including through visuals.

*Progressive is defined as having worked on, and taken to completion, several tasks/assignments of increasing responsibility.
*Considerable experience refers to approximately 3 - 7 years of relevant experience, where the activities were the focus of the candidate’s work and were neither temporary nor ad hoc. The candidate’s employment background indicates experience sufficient for recognition as fully functional in that field.

TC1 Market Analysis
(Apply) – Conducts analysis of market data, draws conclusions, and effectively reports on findings by highlighting matters of most relevance to the Board’s mandate. Produces briefing notes, sections for Reasons for Decision, and sections of Energy Market Analyses (public reports).

TC2 Quantitative Analysis
(Apply) - Regularly interprets raw data sets, drawing inferences about relationships and trends in energy markets. Relationships identified will be both within an energy commodity and across commodities: e.g. relationship of light oil to heavy oil prices; natural gas to electricity prices; natural gas to NGL prices, etc.
(Apply) - Regularly uses available data sources and applies new uses to the data. Searches out and obtains new information sources as required to complete analyses.

Asset Qualifications: Qualifications that are not essential to perform the work, but that would benefit the organization or enhance the work to be performed currently or in the future.

AQ1 Postgraduate degree from a recognized university related to the duties of the position.

AQ2 Experience using knowledge of energy supply or markets in North America and abroad, energy economics, energy technologies and/or energy analysis to provide advice to senior management

AQ3 Experience using Python, R or other programming languages as part of your employment or as an integral part of Master’s or Doctoral thesis work.

AQ4 Experience analyzing natural gas markets in Canada and North America and providing information to audiences such as senior management, external stakeholders and the public.

AQ5 Project management experience.

As per the new CER Policy on COVID-19 Vaccination, all employees of the CER must attest to their vaccination status. The requirement for employees to be fully vaccinated applies whether they are teleworking, working remotely or working on-site. This is a condition of employment and it applies to indeterminate (permanent), determinate (term), casual and student hiring. Should you reach the point in the selection process where it is necessary to verify terms and conditions of employment then the hiring manager or a human resources representative will contact you in order to complete an attestation.

2. The CER has a classification system that differs from the greater public service. This NEB-09 position is similar to a CO-02 in terms of salary range only. The benefits offered, including relocation assistance, may be significantly different than those offered in the greater public service. This position is subject to CER’s Professional Institute of the Public Service of Canada Collective Agreement.


3. Salary: Effective 1 November 2021 NEB-09, $88,853 to $108,098

The CER has the following forms of additional compensation that are separate from base salary, the eligibility for which is determined, in accordance with the provisions in the collective agreement or terms and conditions of employment for the duration period specified:
• a Calgary Allowance in the amount of 4.95% of base salary may be paid on a bi-weekly payroll basis depending on work location
• annual performance pay which includes elements of individual performance (60% of payout) and corporate performance (40% of payout)
• annual market allowance which applies only to specified operational positions applies to this position; the allowance is paid in two semi-annualized payments
